Defense Contract Audit Agency CONTRACT SPECIALIST in United States

Responsibilities This position is located in the Administrative Management Division, Office of the Assistant Director, Resources; Headquarters, Defense Contract Audit Agency (DCAA). Serves as the top advisor and expert on all procurement, acquisition and contract matters. Provides guidance and technical advice to management regarding a variety of contracts. Administers contracts with Contracting Officers of DoD and other partner agencies under interagency service agreement. Reviews contracts for changes within predetermined categories based on dollar value, method of acquisition, and other factors. Serves as agency Contract Specialist for planning, developing, coordinating, overseeing, implementing, evaluating, and promulgating procurement and acquisition policies, procedures, and regulations. Manages the Agency procurement requirements and objectives. Resolves conflicts among schedules, funding, and resources. Serves as DCAA representative in inter- and intra-agency discussions pertaining to procurement and contracting matters. Requirements Conditions of Employment Qualifications Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees. In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is: Applying procurement regulations and procedures for contracting, utilizing various contracting methods and types for pre and post award actions. Experience in analyzing complex issues and identifying alternatives, evaluating sources and proposals, conducting cost and price analysis, advising on acquisition planning, and ensuring clarity of terms and proper allocation of funds. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
