Old Harbor Solutions LLC , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an experienced Contract Specialist to support our government client.


Assist the client in performing acquisition support functions to include pre-solicitation, solicitation, post-award, and administration (modification) functions. The employee shall perform acquisition support in accordance with Federal Law, the Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), and all other procedures applicable to the contract acquisition process. Specific tasks and duties (depending on the requirements of an individual Task Order) include, but are not limited to, the following:

  • Perform technical writing, review, and editing of information for pre-award and post-award documents.

  • Prepare, review, and coordinate acquisition packages in accordance with the clients Coordination and Approval Process (CAP).

  • Organize and translate contract information into clearly written documents.

  • Assist with creating, updating, and enhancing customer contract documents.

  • Utilize standard contract guidelines, customer requirements, and translate in writing.

  • Apply clear, concise language, and adhere to the clients template formats to produce accurate, quality documents.

  • Ensure contract documents are in accordance with all applicable laws, including but not limited to, Federal Law, the Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR), all other applicable procedures, and applicable orders.

  • Perform thorough market research to assist in acquisition planning.

  • Assist in drafting acquisition plans (to include acquisition strategies), source selection plans (including evaluation criteria), justification and approvals, synopses, requests for proposals (RFP), and other award documents for both negotiated/competitive and sole-source procurements.

  • Assist in preparing solicitation packages and all amendments.

  • Assist in drafting all documents required for contract award associated with orders placed under Federal Supply Schedules (FSS), orders placed under competitive multiple award contracts, and new contract

  • Assist in preparing contractual documentation for contract modifications.

  • Prepare draft correspondence and contract documents.

  • Respond to inquiries on contract performance.

  • Prepare and standardize contract reports.

  • Monitor Contractor compliance with contractual requirements

  • Monitor for timely Contractor notifications of any anticipated overrun, or underrun, of the estimated cost under cost-reimbursement contracts; and inform the CO if determined to impact contract performance.


  • US Citizen

  • Ability to pass a pre-employment background check

  • Ability to pass Agency Clearance

  • Bachelor’s Degree or other higher education Degree (MBA, PhD, etc.)

  • A minimum of 20 years of contracting experience specializing in and performing all acquisition support functions (cradle to grave).
