Job Description

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis, supported by more than 1,800 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Working in coordination with the humanitarian community in Iraq, IRC currently addresses the needs of war-affected Syrians and Iraqis in North East Syria. IRC’s activities in North East Syria focus on providing specialized protection services for women, men and children, primary healthcare services, cash, food, voucher and non-food item programming, as well as livelihood programs.

Purpose of Consultancy:

The overall purpose of this consultancy is to provide a series of trainings and design training packages that will build the capacity of WPE team in North East Syria for 30 working days. The consultancy should also make recommendations for strengthening capacity building for the WPE program in emergency.

Scope of Work:

Task 1. Contextualize Emergency Preparedness and Response trainings

Contextualize Emergency Preparedness and Response (EPR) training material to NES context (10 day preparation), this includes the following trainings:

  • GBV/protection mainstreaming in emergencies training;

  • Community engagement in emergencies training;

  • Monitoring and Evaluation in emergencies training;

  • Needs assessments in emergencies training;

  • GBV PSS and network training;

  • GBV risk reduction training.

    Task 2. Delivery of Emergency Preparedness and Response (EPR) training

    Delivery of Emergency Preparedness and Response (EPR) training to capacity building team (13 day training):

  • GBV/protection mainstreaming in emergencies training;

  • Community engagement in emergencies training;

  • Monitoring and Evaluation in emergencies training;

  • Needs assessments in emergencies training;

  • GBV PSS and network training;

  • GBV risk reduction training.

    Task 3. Final Report

    Write a final report with the results of the trainings and recommendations for strengthening the capacity building and implementation of EPR (7 day work).

    Deliverables:

  • Review and contextualize 6 training packages (GBV/protection mainstreaming, community engagement, M&E, needs assessments, GBV PSS and network, GBV risk reduction).

  • Delivery of 7 program trainings (GBV/protection mainstreaming, community engagement, M&E, needs assessments, GBV PSS and network, GBV risk reduction).

  • Draft report in English for feedback from IRC.

  • Final report in English on the training, training package(s) and recommendations.

    Qualifications

Requirements:

  • Subject matter expert in GBV and capacity building

  • Experience in providing trainings, particularly with participatory methods

  • Demonstrated experience completing similar assignments

  • Experience working in North East Syria preferred

  • Excellent knowledge of English (spoken and written) and communication skills

  • Professional experience in humanitarian response, with specific experience in WPE programming in emergency settings
