Citizenship and Immigration Services Communications Specialist in United States

Summary This position is located in External Affairs Directorate, Office of Public Affairs. As a Communications Specialist, you will be responsible for the day-to-day development of communication plans, products, and methodologies for assigned components of the agency, with broad guidance from the division chief. Responsibilities Serves as the Office of Public Affairs representative to high-level agency contacts, including senior leadership; and, oversees the direction, clearance, and timely means of communications related to prominent national initiatives. Partners with program office subject matter experts to identify communication needs, opportunities, and define audiences. Writes clear materials and coordinates the release of communications across channels. Develops comprehensive communication plans that involve high-level complex issues and aligns messaging with the USCIS mission, strategic goals, and leadership priorities. Serves as a member of the Strategic Communications team and leads initiatives within the team, Office of Public Affairs, and the broader agency to ensure effective and timely implementation of the agreed upon communications strategy. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/23/2024. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/23/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing extensive knowledge in developing integrated agency communications based on mission and priorities of our stakeholders, including the Office of the Director, DHS Office of Public Affairs, and the White House. Maintaining extensive knowledge in analyzing various levels of internal and external audiences. Developing communication strategies that effectively inform the public of critical agency updates in a timely manner. Collaborating across the agency to ensure effective implementation of the agreed-upon communications strategy. Writing clear and concise communications for review and clearance by agency senior leaders. Interacting effectively with senior USCIS, DHS, White House, and other agency officials via email and in formal documentation.
