General Summary

The City Engineer performs complex, technical, and administrative work directing and overseeing engineering projects for the city. Areas of work include but are not limited to traffic engineering, sidewalks, drainage, storm water, erosion and sediment control, road and bridge construction, repair and inspections of bridges and retaining walls, construction support, and public/private project collaboration for utilities and land development. Position has supervisory responsibilities over division personnel such as other engineers, project managers, inspectors, etc. Position reports to the Public Works Director.

The preferred hiring range for this position is between $98,550.40 - $123,448.00 Annually.

  • One-time hiring bonus: $5,000 ($2,500 to be paid out within the first two-weeks of employment and the remainder to be paid out after 6-months of employment).

    Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Administers and manages all activities of the engineering division including reviewing, monitoring, inspecting, and managing projects ensuring the safety and compliance with all OSHA, City, State, and Federal laws, codes, and regulations. This includes but is not limited to the areas of traffic engineering, sidewalks, drainage, storm water, erosion and sediment control, road and bridge construction, repair and inspections of bridges and retaining walls, construction support, and public/private project collaboration for utilities and land development.

  • Manages projects, supervises, and assigns subordinate assignments by assessing project needs, staff capabilities/workload and assigning projects and tasks.

  • Coordinates work with other local, state, and/or federal agencies as required.

  • Performs personnel duties including but not limited to hiring and supervision of staff, training, motivating, monitoring performance, assisting in problem resolution, ensuring fair and equitable performance evaluations, and recommending/determining needed performance actions.

  • Serves as the point-of-contact for the Public Works Department for engineering related concerns and work including meeting with City Council, Planning Commission, Tree Commission, private companies, consultants, and the public on project needs and status, and other issues as needed.

  • Works with private developers and consultants providing timely review of plans and guidance on policy, standards, and Code requirements.

  • Coordinates Capital Improvement Program (CIP) for infrastructure projects by making determinations of grant eligibility, cost vs. benefits of future projects.

  • Provides administrative support for Public Works Department by developing, monitoring, and approving budget allocations and expenditures, reviewing and establishing policies and procedures, and ensuring that accurate and timely reports are made to internal and external stakeholders. Works with other administrators on strategic planning for the City.

  • Responsible for related procurement and/or vendor issues.

  • Responsible for appropriate use and maintenance of City equipment, tools, and other resources including work time.

Other Duties:

  • Performs additional duties to support operational requirements as apparent or assigned.

Education, Experience and Skills

Education and Experience:

Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s Degree in engineering, construction management or related field AND at least 5 years of experience working in professional civil engineering including some prior experience supervising staff.

OR

  • Associate’s Degree in an engineering related field AND at least 7 years of experience working in professional civil engineering including some prior experience supervising staff.

OR

  • Any equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Certifications/Licenses/Other Requirements:

  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

Preferred:

  • Virginia Professional Engineer’s License

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS:

Job Knowledge:

  • General knowledge of GIS mapping, GPS, AutoCAD, Pond Pack, Microsoft Office, and other technologies needed to manage projects.

  • Comprehensive knowledge of principles and practices of civil engineering, ADA compliance, traffic engineering, land development, and land use planning.

  • Comprehensive knowledge of state and local ordinances and regulations such as zoning, resiliency and inspections.

  • Comprehensive knowledge of design standards and industry construction standards.

Reading:

  • Advanced: Ability to read and understand technical plans, data and complex regulations, specification, and laws. Ability to incorporate reading instructions, materials, and technical information into project planning and management.

Writing:

  • Advanced: Ability to prepare project designs, specification, and write technical reports, as well as reports that are understandable for the general public. Ability to prepare and present presentations and reports.

Math:

  • Advanced: Ability to calculate complex construction cost estimates, cost reports, and develop/monitor budget for projects. Completes difficult engineering computations and project designs.

Communication Skills:

  • Advanced: Must communicate complex, technical information to a variety of customers including contractors, inspectors, management, elected officials, committees, employees, and the general public. Must effectively communicate in order to establish and maintain effective working relationships with associates, subordinates, management, elected officials, state agencies, and the general public.

Physical Conditions & Additional Information

Physical Demands:

  • Light work: exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.

Machines, Tools, Equipment, Software and Hardware:

  • Typically requires use of standard office equipment and telephone, and related software and hardware; and engineering design equipment needed to perform the essential duties and monitor subordinates.

Work Environment:

  • Work is performed in an office environment where there may be exposure to computer screens for extended periods of time, monitor glare and dust.

  • Must monitor and inspect projects with exposure to adverse weather conditions or environmental hazards; may have exposure to odors, fumes, airborne particles, mechanical parts, electrical currents, vibrations, high or precarious places, inadequate lighting, moderate to intense noise, and exposure to others operating heavy equipment.

  1. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
  • Pension:

  • Choose from two options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
