Agricultural Research Service Business Data Analytics Officer in United States

Summary This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available. In this position, you will be responsible for developing, analyzing, evaluating, predicting and presenting analyses, trends, data, and reports associated with numerous acquisition, accountable property, fleet, and purchase card activities. Responsibilities Provides guidance in complex or newly evolved performance areas and promote efficient and effective operations. Coordinates data calls and other assignments with agency personnel and Departmental responses while tracking tasks to completion. Monitors the acquisition workforce to ensure required certifications are met (i.e., Federal Acquisition Certification (FAC) in Contracting, Contracting Officers Representatives, and Program and Project Management). Reviews dashboards data for Fleet, Personal Property, and Acquisitions to ensure that current and complete data is illustrated and to verify data accuracy and reporting of trends analysis and/or any discrepancies to upper management. Formulates reports, including managing, pulling, and synthesizing data sets for acquisition, fleet, accountable property, and purchase card program reporting requirements. Reviews proposed enhancements to software and offers critical analyses of proposed changes, considering the impact on user communities, cross system functionality, and other system limitations. Defines and calculates Key Performance Indicators (KPI’s) for field purchasing/contracting activities to assure conformance with policies. Disseminates Key Performance Indicators (KPI’s) to upper management for use and feedback for performance appraisal efforts. Drafts and issues new and amended requests, instructions, action plans, notices, directives and other guidance to ensure proper implementation and/or reporting of requirements. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience generating, analyzing, and evaluating data, reports and dashboards associated with acquisitions, accountable property, fleet, and purchase card activities; maintaining and calculating Key Performance Indicators for measuring program functional accomplishments; and experience in performing system administrator functions for acquisition systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
