Summary As a Budget Officer, you will plan and conduct complete financial analysis for major and complex program areas involving multiple funding sources for Federal revolving and appropriated funds. Location of position: General Services Administration, Office of the Chief Financial Officer, Location Negotiable After Selection We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Denver, CO; Ft. Worth, TX; Kansas City, MO; Philadelphia, PA; and Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described. As a Budget Officer, you will perform the following duties: Plan and conduct complete financial analysis for major and complex program areas involving multiple funding sources for Federal revolving and appropriated funds. Maintain continuous review of status of obligations, outlays, and program progress. Develop overall budgetary guidelines and requirements within parameters established by Congress, Office of Management & Budget (OMB), and the Director of Budget. Review legislative proposals, hearings, reports of Congressional Committees Government Accountability Office (GAO) and internal audit staffs, management staff, consulting organizations and makes recommendations regarding their acceptance, modification or rejection. Provide continuous liaison with OMB, Congress and other Federal agencies on budget and fiscal matters concerning assigned program areas. Evaluate budget and financial management policies and programs and make recommendations to appropriate officials when improvements are needed. Work cooperatively with peers in Office of Budget and across the Office of the Chief Financial Officer to ensure consistent and complete policies and analytical work. Provide staff assistance to personnel in assigned services and staff offices regarding preparation of budgets, financial plans, performance plans, and in the solution of budgeting and financial problems, and maintain continuous liaison with program personnel. Prepare and examine apportionment requests involving coordination with services and staff offices on distribution of resources and explanation of changes. Assure accuracy, consistency, and conformity of schedules with instructions governing submission of budget schedules. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. SPECIALIZED EXPERIENCE: To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience must demonstrate experience in financial management leadership; developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; evaluating budget policies; developing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.
