Summary This is position is in The Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Budget and Programs and Chief Financial Officer (CFO). Responsibilities As a Budget Analysis, you will: Assist in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing Departmental and/or Operating Administration budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed. Provide planning and advice on a broad range of issues that will enable optimal execution, prioritization, and coordination of budget formulation, execution, and analysis. Establish and maintain control and continuous surveillance and perform coordination during all phases of the life cycle of assigned projects and works with others to coordinate strategic initiative projects throughout assigned areas. Monitor compliance with budget operational policies; recommends changes as required. Assess changes and deviations to determine budget impacts; recommend changes or propose alternative solutions. Remediate identified deficiencies in key control objectives, quality of documentation, and supporting documentation. Identify operational trends of budget activities for issue resolution and provides recommended courses of action to reverse unfavorable trends. Analyze policy changes directing respective functional area key processes and the impacts to auditable processes. Assist with standard checklists and reviews programs. The Office of the Assistant Secretary for Budget and Programs/Chief Financial Officer is looking for highly motivated individuals who can perform assignments requiring the application of fundamental budget principles to successfully complete assignments. Qualifications To meet the minimum qualifications for this position, you meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-9, you must have at least one year of experience equal or equivalent to the GS-07, it must include: Experience assisting with routine budget analysis functions such as development, preparation, and revision of the budget, fund estimates, and project plans; providing required data and assistance in developing budget and program planning summaries; assisting in the review and coordination of budgetary documents, allocations, and operating budgets; and performing analysis of unit budget needs. To qualify for the GS-9 on Education alone, you must have: 2 years of progressively higher level graduate education leading to a Master's degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience in utilizing the principles and practices of budget administration and analysis which include budget formulation, execution, and reporting with supervision. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Experience in independently utilizing the principles and practices of budget administration and analysis which include budget formulation, execution, and reporting. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience which includes budget formulation and execution; reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications; providing advice on budgetary implications of policy and legislative proposals; developing, justifying, and presenting budget estimates to support goals; preparing budget documents, summaries, and reports; and identifying and analyzing alternative budgetary and program actions. You cannot qualify on education at the GS-13 level; you must have experience. To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Preparing, justifying, and administering a program budget, overseeing, and monitoring expenditures; Serving as senior analyst reviewing and evaluating fund requirements; Analyzing and evaluating changes in program plans and funding and their effect on financial and budget program milestones; Providing informed interpretations of appropriations law based on precedent and available opinions, drafts and tracks formal requests for opinion; and Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives. Analyzing and evaluating program budget request to ensure accuracy and completeness. You cannot qualify on education at the GS-14 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations). Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
