GLIMPSE INTO THE JOB

The Associate Director, under supervision of the Executive Director - Lone Star Unmanned Aircraft System Center of Excellence and Innovation (LSUASC), manages overall operations of public operations and disaster response or crisis management activities, provides preparedness training, and prepares plans and procedures for events including emergency planning, readiness and response, flight operations, flight test planning and execution, flight crew safety and standardizations programs. Assures emergency activities comply with federal, state, and local regulations and requirements. Collaborates with other emergency management personnel and local, state, or federal public officials.

RESPONSIBILITIES PROGRAM MANAGEMENT: 30%

  • Provide leadership and manages overall operations of disaster response or crisis management activities.

  • Serve as project manager for selected testing activities and operations of emergency management.

  • Created appropriate staffing plans for various activities.

  • Works on initial contacts

  • Guide and oversee the development, revision, and implementation of various emergency management related plans, policies, and procedures, including the Emergency Operations Plan, Standard Operating Procedures, Deployment Procedures and Protocols, etc.

  • In coordination with the Program Director, Logistics and Maintenance, ensures operational readiness of the LSUASC Mission Control Center (MCC). Tests and inspects MCC equipment and notification systems for functionality and effectiveness.

  • Staff the MCC when activated and perform duties as assigned during emergencies and planned events.

  • Serve as an EM (Emergency Mgt) representative on working groups and planning committees.

  • Prepare operations plans for possible emergency and public events.

    OPERATIONS: 50%

  • Assist in the development, implementation, coordination, delivery and evaluation of emergency preparedness trainings and exercises for both internal and external stakeholders.

  • Assist in the development, implementation, and evaluation of programs, activities, and materials designed to enhance community preparedness and build resilience.

  • Establishes metrics and analysis systems to ensure that plan reviews and actions are completed in a timely manner.

  • Provide input to the After-Action Reviews (AAR) and identifies lessons learned for improvement to plans, training, exercises, and real emergency events.

  • Provides support for mitigation, preparedness, response, and recovery efforts to the Local Emergency operations center EOC, Incident Commander, EOC Manager or other emergency response agencies.

    PLANNING AND ADMINISTRATIVE: 20%

  • Lead short- and long-term strategic planning and monitor plan execution and performance.

  • Assist with annual budget process, grant applications and management, and related tasks.

  • Implement, monitor, review and revise department policies and standing operating procedures.

  • Perform other duties as assigned.

    WHAT YOU WILL NEED

  • Bachelor’s Degree

  • Eight years (8) years of progressively responsible management, administrative, or operational experience to include: at least five (5) years of supervisory experience in emergency management operations.

  • Intermediate skills in Microsoft Office Suite

  • Ability to multitask and work cooperatively with others.

  • Verbal and written communication skills

  • Demonstrated leadership skills.

  • Must obtain ICS Course 100, 200, 700, 800 certifications within 3 months of hire.

  • May be called in for emergency operations.

    WHAT THEY WOULD LIKE TO SEE

  • Master’s Degree

  • Five (5) years’ experience leading and executing UAS operations

  • Five (5) years’ experience in emergency management (may include law enforcement, fire, wildfire experience)

  • Part 107 Pilot’s license

  • ICS 300, 400 course.

  • This position may require working in austere conditions as it relates to emergency management.

  • Travel associated with position may be up to 20%.

    SALARY: $10,687.50 - $11,250.00 Monthly ($128,250.00 - $135,000.00 Annual, Approximately)
