Job Summary

Under general direction, is responsible for assisting the City Architect in directing the activities of the Project Delivery-Vertical Projects/City Architects Office which provides a broad range of management, contract administration, and architectural/engineering services in the development and implementation of Capital Improvement Projects. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Assists in developing administrative and operational plans in conjunction with the Department Director in order to accomplish project completion as efficiently as possible.

  • Assists in supervising the City Architects staff to include all aspects of personnel management and project oversight.

  • Assists in formulating overall City Architects implementation strategy.

  • Assists in establishing priorities and goals for project teams.

  • Assists in visiting job sites and review Contractor job progress.

  • Assists in resolving construction related conflicts and disputes.

  • Assists in preparing and presenting budget input data.

  • Assists in the development of Owner/ Architect and Owner/ Contractor agreements.

  • Assists in preparing council items (ie proposal acceptance, service contracts, additional fees, Architect/ Engineer agreements, construction contract award, field alterations, additional construction funds.

  • Assists in initiating interest statement packages for architects, engineers, and construction contractors, monitoring Architect/ Engineer and Contractor contract schedules and maintaining Architect/ Engineer and Contractor master lists.

  • Assists in initiating and revising project cost data reports and approving payments to consultants and contractors, etc.

  • Assists in compiling construction data and coordinating with City Public Service, San Antonio Water System, and public, private, and franchised utility companies.

  • Assists in preparing and submitting bond fund sale and CDBG fund needs and status of funds.

  • Performs related duties and fulfills responsibilities as required and as directed.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Four (4) years of increasingly responsible experience in City Management Administration, Budget/Finance, or Capital Projects Administration, including knowledge of construction management.

Preferred Qualifications

  • Bachelor's or master’s degree in architecture from an accredited school of architecture

  • Texas Architect License.

  • PMP Certification.

  • Degree in Construction Management.

  • Experience or education in other similarly related field.

  • Knowledge of architectural and building facility planning, design and construction.

  • Knowledge of professional service and construction contracts (Ie architectural, engineering and building).

  • Skill in communication necessary to keep management and project stakeholders informed on project status.

  • Ability to monitor and manage building facility project design and construction schedules.

  • Ability to develop and manage building facility project budgets.

  • Ability to read and interpret architectural and engineering technical specifications and drawings.

  • Ability to read, interpret and communicate construction project budget estimates and spreadsheets.

  • Ability to review and evaluate construction contractor schedules, pay applications, daily reports, requests for information (RFI’s), Architects Supplemental Instructions (ASI’s), construction change proposals and change orders, submittals and shop drawings and other construction administration communications.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Full-time City of San Antonio employees are allowed to substitute two years of related experience for one year of higher education or one year of related higher education for two years of experience. Effective July 9, 2010, external applicants must meet the minimum requirements of the job without substitution.

Knowledge, Skills, and Abilities

  • Knowledge of construction management and sequencing of engineering, utilities, right of way, and construction activities.

  • Knowledge of professional service and construction contracts (i.e. architectural, engineering, highway, and building).

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of principles of accounting.

  • Knowledge of City standards and specifications related to construction.

  • Ability to use a computer keyboard and other basic office equipment.

  • Skill in utilizing a personal computer and associated software programs.

  • Skill in project scheduling.

  • Skill in operating a two-way radio.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to determine the amount, type, and cost of items involved completing additional work to ensure a fair and equitable price is paid for an additional work.

  • Ability to identify and resolve problems.

  • Ability to negotiate acceptable solutions.

  • Ability to formulate, analyze, and interpret construction progress schedules.

  • Ability to read and interpret construction plans.
