A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Independent Office of Appeals: Case & Operations Support/Policy Planning Quality & Analysis/ Collection Policy & Analytics teams The following are the duties of this position at the full working level. Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency and productivity of substantive, mission-oriented programs. Evaluates the efficiency and appropriateness of the delivery of appellate services to taxpayers. Provides technical expertise of Appeals' collection programs to executives, senior managers, supervisors and employees. Analyzes and evaluates program accomplishments including the identification of issues regarding policies, procedures and systems. Develops operational, program and policy guidance for Appeals' collection activities. Determines organizational and program effectiveness in meeting baseline and the degree to which program plans and achievements support strategic initiatives both in Appeals and servicewide. Provides evaluative comments to the director pertaining to the performance of the Appeals systems, personnel and processes. Performs fact-finding, analysis, reporting, advising, communicating, and coordinating activities in connection with monitoring and guiding programs. Develops and perfects various techniques and methods to evaluate the effectiveness of current programs and policies and assess costs and benefits of alternative programs and policies. As appropriate, develops and implements policies and procedures to improve Appeals' collection programs and operations. Develops implements and coordinates reporting requirements to evaluate and monitor achievement of program and policy goals. Identifies, analyzes and resolves problems which affects the Appeals organization and may have service wide impact. Develops program plans, designs and issues broad policy guidance, specific operational directives and procedural instructions. Proposes and initiates recommendations that improve the effectiveness of Appeals collection activities and programs. Provides leadership, guidance and assistance in assigned programs. Assists and advises Appeals managers and other technical employees in interpreting and implementing Appeals' policies, procedures, and the most complex provisions of the pertinent tax laws and regulations. Assesses the impact of new programs, policies and legislative changes on existing programs and resources. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. Employment of any candidate selected for this position may be conditional on classification and/or audit of federal tax returns (may include up to 2 years of returns). This is a non-bargaining unit position. Tour of Duty: Day shift Monday - Friday; 8:00am - 4:30pm. Occasional Travel may be required, 1 to 5 nights per month. Qualifications You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: demonstrating expert knowledge of Appeals policies, practices and procedures to address all circumstances involving the settlement of complex and difficult tax cases. Your experience must demonstrate the ability to analyze and evaluate Appeals collection programs, policies or procedures to improve organizational effectiveness and efficiency in the use of resources and to assess the impact of new programs, policies or legislative changes on existing programs and resources. Your experience must also demonstrate expert knowledge of current and past tax laws, regulations and IRS policies to include Internal Revenue Code, IRM, court decisions, tax publications and procedures related to assigned areas ( e.g., Trust Fund Recovery Penalty) with expertise on technical collection issues in order to research and apply relevant tax law to issues that are unclear or where a clear precedent is lacking, and determine the appropriate resolution based upon relevant factors including reasonableness, adjudication trends and settlement practices for collection issues; Experience applying expert knowledge of Compliance/Collection investigative procedures, subject matters, organizational structure and office policies and practices that pertain to Appeals collection issues. Your experience must also demonstrate skill in personal relationships and ability to conduct meetings and conferences in an orderly, fair and impartial manner as well as skill in oral and written communications and the ability persuade, solicit, and provide information on highly complex collection issues requiring coordination with other professionals both inside and outside of the Appeals office. Examples include: conducting conferences with internal stakeholders and other business divisions regarding the most complex technical collection issues; providing technical expertise of Appeals collection programs to executives, senior managers, supervisors and employees; developing new or revised policies or procedures that address the full range of Appeals collection programs; serving as a resource person in providing guidance and assistance to managers and other technical employees in interpreting and implementing Appeals policies, procedures, and the most complex provisions of the pertinent laws and regulations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
