GENERAL DESCRIPTION:

Lander is a great small town in Wyoming, with over 300 days of sun each year and very little wind. Protected by mountainous terrain on three sides, Lander is a quiet place with easy access to fishing, hunting, hiking, alpine and sport climbing, and mountain biking trails. This is a rare find for the outdoor enthusiast with an engineering degree!

This is an entry-level Air Quality Division (AQD) Compliance Engineer I. This position will perform high-level, complex technical tasks related to air quality compliance assurance within four western Wyoming counties. Will inspect and evaluate a wide range of industrial facilities, processes, and emission control equipment with respect to State and Federal regulatory requirements. Will work with industry personnel regarding the design, construction, and operation of facilities to ensure regulatory compliance. Will write detailed reports based on evaluations. Will respond to and seek resolution of complaints in a timely and professional manner.

This position is not eligible for telework due to the requirements to conduct in-person inspections at industrial facilities and respond to public concerns or complaints.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

• Ensures facilities meet technical, policy, and regulatory requirements; recognizes and flags concerns; suggests modifications or improvements.

• Confers with industry personnel to ensure goals are achieved, and requirements are met.

• Assists with formal and informal personnel training in the use of software and monitoring equipment.

• Provides technical assistance and inspects and monitors projects for quality and cost control.

• Performs feasibility analysis to ensure effective solutions.

• Assists with selecting and overseeing consultants and engineering firms assigned or contracted on projects.

• Maintains documentation on projects.

• Provides oversight and evaluation of engineering projects related to air quality and controls.

• Reviews technical submissions, permits, reports, inspections, and monitoring data.

• Applies professional judgment, engineering knowledge, and accepted engineering practices to evaluate industrial processes.

• Conducts independent fieldwork and inspections.

• Evaluates compliance reviews by facility staff, contract employees, and/or consultants.

• Reviews progress and inspects corrective actions; manages multiple complex projects for corrective actions or reclamation.

• Observe and analyze source sampling procedures used by facilities; provide necessary corrective action to ensure compliance with established test methods and procedures; use engineering principles and knowledge to evaluate results.

• Develops and provides written reports, memos, and comments.

• Works with the Attorney General’s Office and/or the AQD Stationary Source Compliance Program to provide support, materials, and/or technical expertise in legal actions or enforcement actions taken by the State of Wyoming, DEQ, or AQD as needed.

• Analyzes and responds to public comments, observations, and complaints regarding emissions sources or facilities.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to those with applicable experience in air pollution controls or industry processes related to air quality.

Preference may be given to those who are at least an Engineer In Training (EIT).

**Must possess a valid driver's license.

KNOWLEDGE:

• Knowledge of technical writing skills and techniques.

• Knowledge of principles, theories, concepts, and practices of engineering.

• Knowledge of application and interpretation of contract requirements, specifications, plans, procedures, policies, and standards.

• Knowledge of scientific methods necessary to solve problems.

• Knowledge of underlying principles, reasons, or facts associated with information or data to make conclusions.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (in Engineering)

Experience:

0-2 years of progressive work experience (in Engineering)

Certificates, Licenses, Registrations:

Some agencies may require a certificate of registration from the Board of Engineering.

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

• Travel is required.

• Ability to drive vehicles in all types of weather throughout the calendar year.

• Ability to work outside in various weather conditions.

• Ability to climb ladders and/or navigate catwalks and other other potentially challenging terrain.
