Description

VISTA Technology Services, Inc. (VISTA) seeks an Acquisition Specialist IV to support an Ft. Meade, MD, government contract.

The ideal candidate for this position will have experience supporting civilian and military customers, working with a team and independently, with good written and oral communication skills, and a commitment to providing high-caliber customer service.

Responsibilities:

  • Provide executive-level acquisition advisory support services, such as strategic planning, assessment of the acquisition functions within the organization, and conducting studies to determine appropriate courses of action.

  • Function as a focal point for knowledge on new acquisition processes, industry best practices, relevant Government Accountability Office (GAO) lessons learned reports, premier contracts, and external best-in-class contract vehicles.

  • Provide expert QA checks on all requested acquisition documents and packages, utilizing current relevant processes and complying with applicable rules, regulations, and policies.

  • Provide expert advice to office/program Government personnel to support excellence in the business approach and acquisition lifecycle process.

  • Review and report on changes to policy and provide recommendations to the Government for consideration of potential updates to policies, guidelines, guides, directives, instructions, regulations, or noncompliance issues.

  • Review, draft recommendations for improvement, and/or develop new acquisition process models, descriptions, and diagrams, for Government approval.

  • Develop and draft acquisition documents ensuring quality control, DoD or Agency Templates, and Appendices are followed.

  • Liaison with Program Managers, technical engineering, and/or IT Government personnel to develop and track document progress and appropriate review for achieving the highest quality product as legacy artifacts.

  • Oversee the development and drafting of less complex documentation produced by subordinates and/or review the technical writing of others to ensure acquisition and contracting governance are applied.

  • Provide productivity and management methods to effectively translate user needs and technology opportunities into stable, affordable, well-managed acquisition programs, including related progress/status reporting and program reviews.

  • Understand and manage multiple discipline areas, including related rules, regulations, policy, and specific statutory requirements, to ensure the successful execution of multiple programs and the goals of meeting the user’s operational needs.

  • Assist in identifying requirements to support program acquisition, sustainment, and supportability.

  • Support the Program Management Offices (PMO) in managing the acquisition, modification, and support of designated requirements.

  • Conduct studies and analyze new requirements and changes to existing support concepts.

  • Provide expertise in all phases of the acquisition (pre-award, award, and post-award phases) to allow effective performance of tasks.

  • Assist in developing short, and long-term IT supportability approaches that further Government acquisition strategy goals and objectives.

  • Develop or review acquisition support documentation, create, and maintain a comprehensive, requirements tracking system for procurement and acquisition actions across various support activities.

  • Perform initial- and after-action reviews of program acquisitions (e.g., identify risks and lessons learned and establish and maintain schedules); collect and analyze performance data and feedback; and document results.

  • Assist in defining acquisition performance metrics and developing test case plans and analytic procedures.

  • Perform quality reviews and provide improvement recommendations to maximize efficiencies and standardization within the acquisition process across different program offices.

Basic Qualifications Required:

  • Active DoD Secret Clearance

  • Bachelor's degree in Business, Accounting, Finance, Economics, Statistics, or related.

  • Program Management Certification (PMP) is strongly desired.

  • 10+ Years in DoD acquisition and/or contracting experience (with bachelor’s degree); 14+ Years in Federal, DoD acquisition and/or contracting experience (without bachelor’s degree).

  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Access, and Project).

  • Demonstrated understanding of regulations/methodologies/frameworks, such as the FAR, DFARS, DARS, Defense Acquisition Guidebook (DAG), DoDI 5000 series, National Defense Authorization Act (NDAA) material and document information relevant to acquisition lifecycle management support, and the current version of the Contract Management Body of Knowledge (CMBOK), applicable Office of Management and Budget (OMB) Circular(s), DoD 7000.14-R Department of Defense Financial Management Regulation (DoD FMR).

    Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. VISTA will consider only applicants with an active Secret security clearance for this position.
