Job Description:

Parsons is looking for an amazingly talented Commercial Manager (Airports) to join our aviation team in Europe ! The candidate will provide strong commercial leadership and management for every phase/stage of a significant aviation and transportation infrastructure project. In this role, you will manage all commercial activity for the Project, working with the client team and the project team to assure on-schedule completion within or below budget and in accordance with all client requirements. Provide commercial leadership, management and guidance to assigned personnel and ensure proficiency and timeliness of commercial and contract administration. including reviewing contracts and identifying potential conflicts, together with compliance with commercial processes and procedures.

What You'll Be Doing:

  • Supporting the Senior Management, project leaders and project directors in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.

  • Project start up, implementation of procurement, commercial and contractual procedures and protocols.

  • Compliance with processes and where possible identify areas where improvements can be made

  • Support in negotiations to facilitate the placing of Major Contracts.

  • Support in negotiations and clarify contractual requirements in meetings with consultants and contractors

  • Support activities for strategic requirements.

  • Support in procurement activities for strategic requirements.

  • Support in Review of Tender submissions and evaluation of the same for recommendation to the client.

  • Support others in management of the overall cost of the Project(s) (Budget and Forecasts).

  • Support / manage a team of both pre and post contract commercial staff, with other managers, commercial and procurement resources to ensure project requirements are fulfilled

  • Responsible for all commercial and procurement duties, including payments, change management, variations and issuance of commercial and procurement reports.

  • Attend and/or chair commercial meetings and attend design meetings, progress meetings, workshops, etc. as required.

  • Advise Senior Management on all procurement, commercial and contractual issues with the various Contracts.

What Required Skills You'll Bring:

  • Bachelor’s degree in Engineering, Quantity Surveying, or related field

  • 15+ years of relevant leadership experience

  • Experience in PMO/PMC on large value projects

  • Aviation experience is preferred, as is Transportation experience on major programs

  • RICS, MRICS, or equivalent

  • Requires a comprehensive knowledge of industry business practices and the negotiation of contracts.

  • Ability to perform in a management capacity.

  • Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to Senior Management / stakeholders as required.

  • Understanding of budget development and cost accounting

  • Ability to manage and encourage a team of construction management professionals.

  • Ability to interface with all levels with project team, including client, and others.

  • Knowledge of construction contract negotiation and administration

  • Ability to read, analyze and interpret complex documents.

  • Ability to respond effectively to the most sensitive inquiries or complaints.

  • Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

  • Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture.
