This Opportunity

WSP is currently seeking an Environmental Compliance Manager/Environmental Scientist to support our Virginia Beach, Virginia service area. This team member will be involved in projects with our Earth & Environment Team and be a part of a growing organization that is passionate about meeting our client’s objectives and solving their challenges across a wide range of disciplines. A successful candidate will be responsible for coordinating directly with regulatory agencies and clients regarding oversight and compliance with a variety of environmental permits, including, but not limited to, air permits, WOTUS/wetland permits, CGP, and VPDES, among others. This position requires experience in reviewing and understanding construction activities to evaluate compliance with design plans, permits and other environmental-related commitments. The candidate shall have practical knowledge and experience with applicable federal, state, and local environmental laws and regulations including achievement of regulatory compliance requirements.

Your Impact

  • Fulfill environmental compliance responsibilities onsite at construction project location(s) towards successful delivery of the project.

  • The dedicated onsite Environmental Compliance Manager will execute day-to-day responsibilities to ensure continued environmental compliance with Clean Water Act, CGP, VPDES Clean Water Act, SWPPP, stormwater and E&S, land disturbance, air permits, wetlands, VMRC, and historic preservation requirements. Responsible for monitoring, reporting, and tracking compliance and are actively involved in the client’s environmental auditing and compliance process.

  • Synthesize and summarize large amounts of information contained in design plans, regulatory files, environmental permits, and other environmental documentation.

  • Collect and document field data and observations in a clear and organized manner utilizing appropriate personal protective equipment and workspace monitoring equipment.

  • Analyze, evaluate, and interpret field and analytical data obtained during field investigations.

  • Evaluate findings, make recommendations, and prepare written and verbal reports. Prepare data and visualizations such as tables, charts, accurate reports, and illustrations.

  • Write technical reports summarizing research with findings and conclusions, generating complete, accurate, and concise documentation using electronic systems, field/work site notes, and software.

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Required Qualifications

  • Bachelor’s in Environmental Science, or related field.

  • 10+ years of experience working as an environmental scientist with experience in managing construction monitoring and compliance activities. Ability to prepare and manage environmental monitoring/oversight tasks, budgets and resources.

  • Experience with preparation of corrective action plans for projects.

  • An understanding of DEQ permits, permit requirements, and associated regulations.

  • Experience in environmental site inspection and communication of compliance or non-compliance.

  • Accomplished knowledge of local/regional ecology, habitats, and applicable species.

  • Knowledge of environmental laws, regulations, compliance practices, and record-keeping requirements.

  • Excellent written and oral interpersonal communication skills when interacting with others, expressing ideas effectively and professionally to a scientific and non-scientific audience.

  • Effective self-leadership with attention to detail, results orientation, and managing multiple priorities in a dynamic work environment.

  • Ability to learn and apply new techniques, perform multiple tasks simultaneously, follow instruction, and work independently.

  • Critical thinking and problem-solving skills required to reach conclusions from testing results, data collation, and identify the most effective manner to accomplish objectives of assigned projects.

  • Initial job assignment will entail onsite work at a client’s jobsite on a daily basis. Schedule to be determined by contractor and client schedules; anticipated 40-hour work week.

  • Applicants must be able to work in locations that feature the rough terrain typical of construction sites and to enter and work within facilities that include limited accessibility, moving machinery, and other conditions typical of construction zones.

  • Effective self-leadership with attention to detail, results orientation, and managing multiple priorities in a dynamic work environment.

  • Must have strong analytical skills and be able to solve problems independently, using knowledge gained from increasing experience.

  • Self-sufficient, self-motivated and ability to work under pressure of deadlines.

  • Valid US driver's license.

  • Ability to learn new techniques, perform multiple tasks simultaneously, follow instruction, work independently, and comply with company policies.

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), GIS/CADD, mobile GPS field data collection and mapping technologies.

  • Proficiency with ESRI Software (including ArcGIS, ArcMap, ArcCatalog)

  • Proven record of accomplishment upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

  • Occasional travel may be required depending on project-specific requirements.
