Description

The Department

The Fire Protection District's telecommunications division supports the agency, including its surrounding partner agencies, by providing the necessary technology, hardware and software infrastructure of LMR radio, telephone and data systems to meet the ongoing and emerging business needs of 911 dispatching and emergency services to the citizens of the County of Ventura.

The Position

Working within the telecommunications division, under general supervision (I) or under direction (II), the Telecommunications Network Specialist (TNS) for this assignment installs, maintains, modifies and/or repairs two-way LMR radio/telephone/data equipment that is in support of VCFD dispatching emergency services, responders and both mobile and fixed equipment throughout the County as assigned; performing related duties as required.

The TNS I is the entry level in the Telecommunications Network Specialist Series. This level is also a dual concept:

  • An allocated level which describes work limited by scope and complexity of assignments (e.g., installation, technical helper)

  • A training level in which incumbents learn and subsequently demonstrate competencies in knowledge, skills and abilities required for the full working or journey level of the II expected to carry out assignments with a minimum of supervision.

The TNS II requires journey level proficiency in the full range of activities, such as system and equipment installation, modification, maintenance and repair for electronic equipment, two-way radios and/or point to point microwave.

The Ideal Candidate

The ideal candidate will have experience with the installation, upfitting, modification, service, maintenance and repairs of electronic equipment such as two-way LMR radio, voice, and data infrastructure to include: Dispatching Services two-way radio (fixed, mobile, and portable), Motorola RSS/CPS, Fire Station alerting systems, Fire facility/site construction projects, business telephone systems, mobile computing/AVL, wired and wireless intercommunications systems, public safety siren and related warning systems, vehicle and facility emergency lighting and control systems, emergency apparatus equipment upfitting as well as a general knowledge and skills in fabrication machines and tools and procedures.

EDUCATIONAL INCENTIVE/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5% or 5% based on completion of Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

AGENCY/DEPARTMENT: Fire Protection District / Telecommunications Division

Telecommunication Network Specialists I/II are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.

APPROXIMATE SALARIES

Telecommunications Network Specialist I: $ 33.02 - $41.60 per hour

Telecommunications Network Specialist II: $35.99 - $45.36 per hour

NOTE: If appointed at the lower level, incumbent may be promoted to higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

TNS I:

  • Installs, tests, modifies and adjusts telecommunications equipment in support of enterprise infrastructure including public safety systems;

  • Develops and provides telecommunications system documentation on configuration item and assists with site implementation and documentation;

  • Programs radios and telecommunications equipment and performs preventive maintenance on a variety of telecommunications equipment;

  • Installs, services and repairs electronic equipment such as microwave radios, two way radios, and repeaters (e.g., internet protocol (IP) based and analog and, digital circuitry and IP based systems both in the field and in the shop.);

  • Maintains and updates all configuration documents, modification documentation, and work logs;

  • Constructs and assembles standard/custom communications equipment which may include installing and maintaining antenna systems on towers, fabricating special brackets and hardware for equipment installation to implement new or modify existing systems;

  • Provides end-users with telecommunications feature set documentation and training when installation of two-way radio and microwave equipment has been completed; and

  • Performs other related duties as required.

TNS II:

  • Installs, tests, modifies and adjusts telecommunications equipment in support of enterprise infrastructure including public safety systems;

  • Develops and provides telecommunications system documentation on configuration item and assists with site implementation and documentation;

  • Programs radios and telecommunications equipment and performs preventive maintenance on a variety of telecommunications equipment;

  • Installs, services and repairs electronic equipment such as microwave radios, two way radios, and repeaters (e.g., internet protocol (IP) based and analog and, digital circuitry and IP based systems both in the field and in the shop.);

  • Maintains and updates all configuration documents, modification documentation, and work logs;

  • Constructs and assembles standard/custom communications equipment which may include installing and maintaining antenna systems on towers, fabricating special brackets and hardware for equipment installation to implement new or modify existing systems;

  • Provides end-users with telecommunications feature set documentation and training when installation of two-way radio and microwave equipment has been completed;

  • Operates and monitors radio/telephone equipment (e.g. measures frequencies, modulation and power output of radio, microwave and digital circuitry; adjusts transmitters and receivers for maximum efficiency; maintains battery banks and related ancillary equipment);

  • Responds to service requests, incidents and problems in a service management system accurately documenting labor hours and inventory for billing and performance monitoring; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, AND EXPERIENCE

TNS I: No experience required; however, applicants must demonstrate possession of and competency in requisite knowledge of data, telephony, and/or radio communications equipment.

TNS II: Considerable technically skilled telecommunications and business equipment/systems repair experience which includes a wide variety of primary and support data, microwave and/or radio communications equipment and which demonstrates possession of and competency in requisite knowledge, skills, and ability.

DESIRED

Prior working experience with telecommunications equipment for a public agency.

NECESSARY SPECIAL REQUIREMENTS

At level I and II:

  • Ability to perform manual labor associated with repair and servicing of telecommunications and data networks which may include lifting objects weighing up to 75 pounds;

  • Ability to utilize a full range of body movements, involving reaching, bending, grasping, and climbing to 100ft;

  • Ability to identify different colors of electrical wires required for cable pulling and termination;

  • Ability to travel to conduct studies or troubleshoot throughout Ventura County;

  • Ability to work long hours to resolve technical problems or meet project deadlines;

  • Ability to work nights, weekends, and, holidays on an on-call basis;

  • Ability to work regularly scheduled standby shifts and overtime when needed;

  • Possession of or ability to obtain and maintain a valid Class C California Driver License by date of hire;

  • Possession of, or the ability to obtain a FCC General Radiotelephone Operator License (GROL), within six (6) months of date of hire;

  • Possession of, or the ability to obtain a County of Ventura approved Climbing Certificate within six (6) months of date of hire.

    At level II only:

  • At least two (2) years of practical hands-on experience in the installation and maintenance of electronic equipment in support of 2-way radio or microwave networks;

  • Demonstrated experience properly terminating all cable to generally accepted industry standards.

In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. There is currently one (1) Regular vacancy within the Fire Protection District.

BACKGROUND INVESTIGATION: A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information and driving record is required for this position. For those classifications that are subject to Department of Transportation drug and alcohol testing regulations, incumbents will be tested prior to driving a commercial vehicle and may be randomly tested thereafter.
