Description

WHAT WE OFFER:

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • A general salary increase (GSI) of 3.5% effective December 22, 2024.

  • Educational Incentive for completion of an associate degree (2.5%), a bachelor's degree (3.5%), or a graduate degree (5%).

  • Annual Leave Redemption: The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.

  • Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan

  • Health Plans: Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per biweekly pay period, tier two for employee plus one is $730 per biweekly pay period and tier three for employee plus family is $905 per biweekly pay period.

  • Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.

  • Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.

  • Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

  • Holidays: 12 paid days per year which includes a scheduled floating holiday.

THE POSITION:

Under general direction of the Behavioral Health Access & Outreach Division Manager or Ambulatory Care Chief Operations Officer, the Patient Navigators for Ventura County Behavioral Health and Ventura County Ambulatory Care assist members of the public navigate County and statewide behavioral health and primary care services to effectively access necessary treatment and mental health and/or primary care support.

THE IDEAL CANDIDATE:

The ideal candidate will possess strong cultural awareness skills, have general program management experience, previous experience working with patients seeking behavioral health and other healthcare services and knowledge of the available services offered. The candidate will have the ability to listen with empathy and care, be able to research, problem solve and advocate, ensuring that patients are assured that their concerns are addressed. The candidate will be able to exercise judgment, diplomacy and will possess an in-depth understanding of the organizational structure and dynamics to ensure that appropriate individuals are involved. The candidate will have strong abilities to work in a team environment and build new relationships in order to efficiently assist our patients.

Distinguishing Characteristics:

This series is distinguished from those in administrative classification series (e.g., Administrative Officer) in that incumbents are responsible for the operation and management of a specialized program(s). This is a management series and allocated positions may have at least one level of subordinate supervisory positions. Determination of specific classification level is based upon the relative size, complexity and visibility (internal/external) of the program involved and the degree of line supervisory responsibility exercised by the position. The lower levels of the series may be utilized to underfill and/or serve as a bridge into the full level of responsibility common to the higher levels. The lower level(s) may involve management of small, routine programs with low visibility and/or planning, organizing and coordinating a segment of a larger program or budgetary analyses, organization/ staffing, work measurement and other management systems in support of line operations for a larger program.

PAYROLL TITLES AND APPROXIMATE SALARIES:

Program Administrator I: $69,611.33 - $97,465.43 Annually

Program Administrator II: $77,970.93 - $109,170.02 Annually

Program Administrator III: $81,629.99 - $114,293.20 Annually

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these positions only. There are currently two (2) Regular, full-time positions with the Health Care Agency.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Program Administrator I-II-III are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

TENTATIVE SCHEDULE:

OPENING DATE: May 22, 2024

CLOSING DATE: Continuous until business needs have been met.

FIRST REVIEW OF APPLICATIONS: Beginning the week of June 3, 2024, and on an ongoing, frequent basis thereafter.

Examples Of Duties

Duties may include, but are not limited to, the following:

Level I:

  • With heavy patient management oversight, provides patient and family member education regarding how to navigate the various internal and external public healthcare systems such as behavioral health, primary care, public health, and entitlement programs;

  • Provides advocacy, support, and assistance to individual patients/family members, who are having difficulty accessing services by connecting them to an available and desired service;

  • Researches and provides education to the community and other public/private organizations to improve understanding of behavioral health and physical health conditions with the goal of reducing stigma through public speaking projects and presentations;

  • Coordinates outreach including identifying outreach opportunities that would improve patient engagement and coordinating outreach campaigns in collaboration with the community.

  • Builds and maintains working relationships with a variety of community agencies and organizations in order to further client treatment goals;

  • Effectively represents and advocates for the patient and family/caregiver perspective within the community and behavioral health/healthcare system by engaging in productive and collaborative discussion to access necessary resources and/or treatment;

  • Manages a daily budget to assist patients with a better life situation by connecting them to community resources; for example, housing, food stamps, purchasing hygiene products and/or personal items, etc.

  • Prepares required daily budget reports for purchases made to assist clients with their daily needs; compiles, analyzes, and reconciles narrative financial information and statistical data to improve operations, identifies program needs and/or change service delivery methods;

  • May supervise the work of others; and,

  • Performs other related duties as required.

Level II:

In addition to the above, duties may include, but are not limited to, the following:

  • With moderate management oversight, assists in the development of Policies & Procedures related to client navigation;

  • Assists in developing reporting structures; and

Level III:

In addition to the above, duties may include, but are not limited to, the following:

  • With minimal management oversight, develops and implements new processes related to patient navigation;

  • Develops and analyzes complex reports related to offered services using Excel, Access, and SharePoint;

  • Navigates a high volume of patient caseloads;

  • May participate in committee meetings;

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. This can typically be obtained by the following combination of education and experience:

Program Administrator I: Bachelor's degree in psychology, sociology, public health, or a related field and at least one (1) year of related work experience in mental healthcare or patient advocacy.

Program Administrator II: Bachelor's degree in psychology, sociology, public health, or a related field and at least two (2) years of related work experience in mental healthcare or patient advocacy.

Program Administrator III: Bachelor's degree in psychology, sociology, public health, or a related field and at least three ( 3) years of related work experience in mental healthcare or patient advocacy.

Related work experience may substitute for the educational requirement on a year-for-year basis.

NECESSARY SPECIAL REQUIREMENTS:

  • Possess and maintain a valid California driver license.

  • Bilingual – English/Spanish.

  • Intermediate proficiency using Microsoft Excel and SharePoint.

  • Experience navigating Behavioral Health/Mental Health care systems.

  • Prior experience public speaking and leading planning meetings.

  • Some experience in Behavioral/Mental/Public Health, Human Services, substance support services, and/or healthcare.

  • At least two (2) years of case management, patient centered planning, and/or care coordination experience with persons with physical and/or behavioral health (mental health/or substance use disorders) conditions or who are homeless, at risk of homelessness, and/or recently incarcerated.

  • Strong written communications skills, which must be demonstrated in the completion of the employment application and supplemental questionnaire.

DESIRED:

  • Supervisory experience.

  • Experience with Access.

  • Ability to listen with empathy to individuals from a variety of cultures, varying age groups, diverse languages, and with a variety of life experiences.

  • Experience working in a clinical setting.

  • Related work experience within public sector behavioral health and/or healthcare systems including Medi-Cal managed care plans and commercial insurance.

  • Social outreach experience with connecting patients to resources, working with transitional aged youth, adults suffering from mental illness, recently incarcerated, homeless populations.

  • Some case management experience with at-risk population (Level I)

TRAINING & EXPERIENCE EVALUATION:

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis.
