Naval Facilities Engineering Command ENGINEERING TECHNICIAN in Ventura, California

Summary You will serve as a ENGINEERING TECHNICIAN in the Navy Public Works Center of NAVFAC SOUTHWEST. Responsibilities You will ensure quality and timely services are provided to support the execution of maintenance and construction projects at various locations within NAVFAC Southwest. You will coordinate all aspects and phases of project work to ensure timely completion and execution within budgets to meet client needs. You will prepare planning documents, job plans, material lists, investigations, space utilization studies, engineering estimates, etc., for various facilities, electrical and mechanical systems, and projects. You will meet with customers to determine requirements and ensure mutual understanding of needs for accurate scopes of work, job plans, and cost estimates. You will conduct field visits to inspect work and investigate details to support statements of work, job plans, and government cost estimates. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and evaluating technical information received from maintenance and construction projects, determining the urgency, and making effective decisions independently; 2) Analyzing processes used in facility maintenance and construction management activities and projects to make recommendations for changes; 3) Using complex computerized facility and work order management systems; 4) Deciphering information from original equipment manufacturer's manuals to make decisions independently in order to provide work packages and job hazard analysis (JHA); and 5) Developing scopes of work, contract performance standards, and government cost estimates. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. The work is physical in nature requiring sitting, standing, walking, bending, stooping, carrying light to medium objects, going beneath buildings or on rooftops, climbing ladders, entering manholes, and anything else required to properly determine and/or evaluate site conditions and scopes of work. Work is performed both in the office and field in all types of settings, environments and conditions. Field environments may bring the incumbent in close contact with varying hazardous substances such as lead based paints and asbestos. Office environment is in a designated non-smoking building.
