Compensation
Senior Director, Administration, Personnel and Maintenance Picks - Min: $119,377– Max: $188,693 (Grade A – 890 Hay Points)
Responsibilities
The Senior Director, Administration, Personnel and Maintenance Picks position is accountable for directing all administrative functions for the Maintenance, Support and Engineering Division. The position oversees payroll and timekeeping for over 800 hourly and supervisory employees. Oversees the performance of manpower analysis and workforce reports to determine the correct number of incumbents needed to fulfill vacancies for the forthcoming year. Directs the implementation of employee availability monitoring and improvement of overall availability for the Maintenance, Support and Engineering Division. The position oversees evaluations and probationary process for new hires. Provides internal labor relations functions and grievance resolution. Directs, manages, oversees, and implements system-wide maintenance pick process.
Additional Duties and Responsibilities include but are not limited to the following:
Manages the preparation of the general pick for the Buses maintenance employees by mediating issues regarding depot assignments between Union Representatives and Depot Management Oversees seniority list, distribution of pick in and pick out sheets; and toolbox moves. Manages vacation pick sheets.
Oversees Active and Inactive incumbents report for the hourly and line supervisor employees in Maintenance, Support and Engineering Division to ensure adequate staffing for required production levels. Reviews and improves employee availability. Manages the probationary process for new hires and promotional employees in Maintenance.
Acts as Labor Relations liaison for the Maintenance. Support and Engineering Division. Reviews and investigates disciplinary charges and contract grievances. Provides guidance and interpretation on applicable Collective Bargaining Agreements (CBAs). Acts as Work Partners liaison for the FMLA Ensure employees adhere to Company's attendance policy.
Oversees timekeeping and payroll functions for the Maintenance, Support and Engineering Division, and Central Road Service (CRS) employees. Liaison for the KRONOS timekeeping system. Oversees the developments and implementation of timekeeping and payroll processes to improve accuracy and functionality. Conducts and oversees internal audits and internal controls and ensure compliance with policies and regulations.
Directs and manages monthly fuel card reconciliation and monthly maintenance inspections for non-revenue vehicles for Maintenance, Support and Engineering Division.
Education and Experience
A Baccalaureate degree from an accredited college or university in Business Administration, Economics, or a satisfactory equivalent and ten (10) years of full-time experience, at least five (5) of which shall have been in a managerial/supervisory/administrative capacity.
A satisfactory equivalent of education and experience.
Desired Skills
Knowledge of NYCT & MTA Bus policies and procedures related to Human Resources, Labor Relations, Payroll Procedures, Employee Availability, Civil Service, Picks & Seniority and Union Contracts.
Must possess excellent verbal, written and interpersonal skills.
General knowledge of Bus Maintenance Operations.
Strong analytical and problem-solving skills.
