Federal Highway Administration Facility Operations Specialist (Open to both U.S. Citizens and Federal Employees) in Vancouver, Washington

Summary This position is in the Administrative and Operations Branch, Western Federal Lands Highway Division (WFLHD). The Facility Operations Specialist is responsible for assisting in the maintenance, operation, modification, and improvement of the Federal Highways Administration property, buildings, and grounds located at WFLHD facilities. Responsibilities As a Facility Operations Specialist, you will: Ensure facility systems, structures, and grounds are maintained, modified, and used safely, efficiently, and effectively. Assist with tracking system operating data and analyzing results to identify adverse trends affecting performance or efficiency. Assist with developing plans, budgets, schedules, work specifications and statements of work for services and projects performed by vendors, contractors, and interagency agreements. Monitor and maintain a preventive maintenance and machinery history program for facility and lab trailer equipment. The ideal candidate for this position will have broad technical knowledge of electrical, mechanical, pneumatic, materials, structural, piping, and electronic controls and systems and be able to apply this knowledge to analyze problems or conditions to formulate opinions, recommendations or viable options and independently identify the course of action to resolve any facility related issues. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must meet the Education Requirement or experience qualifications for the grade. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience conducting facility management, including estimating material costs for a variety of facility maintenance projects, such as maintenance of brick, frame, structural steel, reinforced concrete, and other type of structures. AND Experience writing work specifications and statements of work for services. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Facilities - Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support aerospace activities. Personnel Security and Safety - Knowledge of methods and controls of personnel, public safety, and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, or property. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
