OVERVIEW

We are seeking a skilled and experiencedCommunity Development Directorto join our City team. Qualified individual will be responsible for all departmental operations/personnel and working proactively with the City Administrator, fellow department directors and city staff, and local elected officials to promote a clean and attractive community in which residents and businesses thrive through strategic quality of place and economic development activities and initiatives. Provide staff support to the City of Valley Center Planning and Zoning Board/Board of Zoning Appeals and Economic Development Board. Serve as the city liaison with community/business organizations, such as the Valley Center Chamber of Commerce and Main Street Valley Center. Serve as the City of Valley Center Floodplain Manager by interfacing with local residents and businesses and other governmental agencies on ensuring floodplain regulation and National Flood Insurance Program (NFIP) and Community Rating System (CRS) compliance.

ESSENTIAL FUNCTIONS OF WORK

Ensure all departmental operations run in an orderly fashion, including the issuance of building and zoning permits, processing of business license applications, abatement of nuisance issues, and timely and accurate completion of building inspections.

Manage the departments budget and ensure that all funds are expended appropriately.

Set the agenda and attend all Planning and Zoning Board/Board of Zoning Appeals and Economic Development Board meetings.

Attend all City Council meetings and provide reports/recommendations as needed on community and economic development projects, goals, and plans.

Serves as the Executive Director of Main Street Valley Center.

Serves as the city staff representative (ex-officio) and attends all Valley Center Chamber of Commerce meetings.

Serves as the citys floodplain manager by working with other governmental organizations, residents, businesses, and developers/builders to ensure that the city maintains its compliance with all floodplain regulations. Responsible for maintaining the citys standing with the National Flood Insurance Program (NFIP) and Community Rating System (CRS) and filing all related reports.

Work collaboratively with other city staff to market the community and ensure a vibrant economic future. Answer all inquiries from prospective businesses, site selectors, and other organizations.

The responsibilities described above represent the primary responsibilities of the job. Other responsibilities may be assigned by the City Administrator as he/she sees fit. The incumbent is expected to fulfill all assigned responsibilities.

QUALIFICATIONS

Bachelors degree with focus on urban planning, public administration, or a related field is preferred. Typing and use of a personal computer with appropriate software is required. Excellent oral and written communication skills are required. Previous experience in community planning and development and economic development is highly preferred.
