JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Sexual Assault Forensic Examination Telehealth (SAFE-T) Center at The Pennsylvania State University is seeking a full-timeTelehealth Director ("TH Director"). The SAFE-T Center and its clinical telehealth delivery program, SAFE-T System (https://safe-tsystem.com/), delivers 24/7 expert Sexual Assault Nurse Examiner (SANE) consultation and support via telehealth technology to health care professionals in rural and underserved communities conducting sexual assault forensic exams.SAFE-T is a grant-supported program housed within the Ross and Carol Nese College of Nursing. SAFE-T received initial grant funding in October 2016 from the U.S. Department of Justice Office for Victims of Crime (DOJ OVC). Since that time SAFE-T has received multiple grant awards and has expanded its telehealth program to hospitals across Pennsylvania.

The TH Director is a senior member of the SAFE-T leadership team, providing oversight forall technological aspects related to the implementation and secure delivery of telehealth sexual assault nurse examiner ("teleSANE" services), strategic advancement of SAFE-T System mission as it relates to itsinformation technology, information security, and delivery of high-quality, reliable, and secure teleSANE service and telehealth-enabled forensic technology. This position requires someone with vision, drive, and technical knowledge on how to advance SAFE-T System technology to achieve its core mission to provide access to expert teleSANE services everywhere.

TheTH Director position will involve a series of complex and ground-breaking information technology projects to ensure program goals are accomplished,defined, and executed within established time frames. The TH Director will collaborate with other project personnel, resolve issues, develop business processes, manage center funds devoted to technology resources, innovate technologies, and consult with business teams to ensure all goals are met. This position will align security initiatives with the SAFE-T program objectives, while partnering across Penn State to ensure compliance, data security and storage, and adherence with University polices, federal and state regulations (e.g., HIPAA compliance), and federally-funded grant requirements.This position will regularly interact with University IT leadership and administrators and with health care IT, CISO, legal counsel, and HIPAA compliance officers at currently partnered and prospective health systems.

The TH Director will drive new initiatives such as innovative technology development, exploration and growth to new sites, and attainment of national recognition for leadership in the sexual assault forensic examination telehealth domain.

Key Responsibilities:

Oversee Technological Operations:

Provideleadership and oversight of the work of the SAFE-T IT teamas it relates to SAFE-T System implementation and 24/7 IT support at partnered sites.

Provide guidance on IT/IS policies, procedures, and best practices.

Ensure compliance with universityIT/IS and HIPAA policies and procedures, as well as applicable laws and regulations.

Support theresearching, planning, documenting, and implementing of repairs and feature enhancements.

Monitor data security threats and stay current with industry trends affecting IS

Provide leadership in the event of anunanticipated IT failure or problem and oversee progress towards resolution.

Developed streamlined processes that allow for adaptation to a nationally expanding program.

Project Management:

Manage complex and groundbreaking IT projects from inception to completion.

Ensureprojects are on time and within budget.

Prioritize and coordinate the work of the IT team, setting goals and priorities to meet business objectives.

Support work of SAFE-T System and other initiatives as required/assigned.

Collaboration and Coordination:

Advise SAFE-T leadership of industry best practices standards and risk mitigation techniques.

Notify SAFE-T leadership of urgent technological issues and coordinate the technological response, conferring with other personnel to resolve technical issues and challenges.

Develop and implement business processes to meet program requirements.

Closely collaborate with all team members on various SAFE-T Center projects.

Mentor and develop direct reports.

Run IT meetings.

Present IT program aspects to stakeholders.

Innovation and Strategic Thinking:

Drive innovation in telehealth technology and services.

Develop strategic plans to enhance telehealth operations and service delivery.

Follow industry threats, trends, and innovation breakthroughs with an eye for how these advances couldimpact SAFE-T service delivery.

Problem Solving:

Proactively bring solutions to the team and support efforts to achieve program aspirations from a technological perspective.

Identify and resolve technical problems related to telehealth systems and services.

Implement effective solutions to improve system performance and user experience.

Assistteam members in diagnosis and correction of problems encountered during andafter implementation of systems or projects.

Stakeholder Communication:

Communicate effectively with a large community of diverse stakeholders.

Ensure transparency and clarity in all communications regarding telehealth operations and projects.

Lead high-level discussions related to SAFE-T technology and data security measures with current and prospective telehealth clients (e.g., hospital leadership).

Qualifications:

Associate's degree in information technology, computer science, systems or network engineering, data compliance, cyber security, or a related field. Bachelor's degree preferred.

Minimum of 4 years of experience in anIS/IT -related leadership position, or equivalent combination of education and experience.

Proven experience in managing complex IT projects.

Strong knowledge oflatest security threats, trends, and technology solutions.

Excellent leadership and communication skillswith the ability to engage effectively with diverse stakeholders.

Demonstrated capacity for innovation, strategic thinking, and problem-solving.
