JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Pennsylvania Office of Rural Health (PORH) was formed in 1991 as a joint partnership between the federal government, the Commonwealth of Pennsylvania, and The Pennsylvania State University. The office is one of 50 state offices of rural health in the nation funded by the Federal Office of Rural Health Policy in the U.S. Department of Health and Human Services and is charged with being a source of coordination, technical assistance, and networking; partnership development; and assisting in the recruitment and retention of health care providers. PORH provides expertise in the areas of rural health, agricultural health and safety, and community and economic development.

PORH seeks energetic, creative, and engaging candidates for the position of program manager to implement a Rural Community Outreach and Education Program to increase COVID-19 outreach, education, testing, contact tracing, and vaccinations in rural Pennsylvania to reduce the prevalence of COVID-19 in rural areas.

The program manager is responsible for developing comprehensive community, county, and regional teams to advance the program objectives. This includes identifying relevant stakeholders and developing and implementing strategies to convene meetings in targeted communities, counties, and regions. The program manager also will be responsible for identifying vulnerable populations in need of outreach and education in partnership with the Pennsylvania Department of Health and other state agencies and organizations and for coordinating and leading teams in developing and implementing COVID-19 education and outreach to address the needs of identified vulnerable populations, setting goals, and benchmarking progress. A well-developed quality improvement strategy is key to measuring progress and revising strategies as indicated.

The program manager is responsible for identifying and implementing innovative strategies for COVID-19 education, testing, contact tracing, and vaccinations in rural communities in partnership with the Pennsylvania Department of Health and other state agencies and organizations. Additional responsibilities include developing new or modifying existing COVID-19 outreach and education materials to address the needs of identified vulnerable populations and developing and implementing a quality improvement strategy.

The program manager assists in developing and implement qualitative and quantitative data collection strategies in partnership with the Pennsylvania Department of Health and other state agencies and organizations, coordinates focus groups and stakeholder interviews, reviews data analysis results, and develops reports for communities and funding agencies.

The program manager also is responsible for advocating for rural health issues by remaining current on national and statewide policies and information relevant to COVID-19 and rural health care; and serving on statewide and local committees, advisory boards and work groups as indicated. The position is responsible for supervising project staff, monitoring project budgets, and preparing grant applications, as needed.

Knowledge and experience in the areas of rural health, community development, outreach, program monitoring, and evaluation are preferred. Excellent communication skills, both verbal and written, and well-developed organizational and management skills and experience with grant preparation and management are essential. The ability to travel within the state is required. This position may be filled at a level 3 or level 4. A level 3 typically requires a Bachelor’s degree plus 4 years of related experience or an equivalent combination of education and experience. Experience in public health or social services in the area of planning, health education, consultation, direct services, network development, or evaluation is required. An advanced degree is preferred. A level 4 typically requires a Bachelor’s degree plus 6 years of related experience or an equivalent combination of education and experience.
