County of Fayette Emergency Management - 911 Shift Supervisor in Uniontown, Pennsylvania
OVERALL OBJECTIVE OF JOB
To develop and implement a planning and training process for emergency situations and/or national disaster at national, state, county and local levels.
ESSENTIAL FUNCTIONS OF JOB
1. Develops comprehensive planning and training programs for EMA to ensure compliance with federal and state laws.
2. Conducts tests and procedures for emergency operations and evaluates plan for efficiency and meeting the needs of the situation.
3. Coordinates training programs for EMA and 911 staff.
4. Prepares and submits monthly, quarterly and annual reports of operations to Director and others as required.
5. Interacts frequently with police, fire, EMA county and local government officials, and others as needed to perform essential job duties.
6. Operates computer and other communication equipment as needed to perform essential job duties.
OTHER DUTIES OF THE JOB
1. Attends training, in-services and seminars as required.
2. Performs other job-related duties as required.
SUPERVISION RECEIVED
Receives occasional instruction and some supervision from Director in regard to daily work duties.
SUPERVISION GIVEN
No direct supervision.
WORKING CONDITIONS
1. Works indoors in adequate work space, temperatures, ventilation and lighting.
2. Works with average indoor exposure to noise, disruptions, and stress.
3. Normal indoor exposure to dust/dirt.
4. Periodically works beyond normal work hours or works on-call or on an as-needed basis.
PHYSICAL AND MENTAL CONDITIONS
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting and reaching necessary to carry out duties of job.
3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job.
4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
5. Must be able to mentally and physically react quickly and calmly to emergency situations.
QUALIFICATIONS
A. EDUCATION/TRAINING
High school diploma or equivalent and some computer and teaching skills required. Additional training by Agency required upon hire.
B. WORK EXPERIENCE
1-2 years working experience required, preferably some teaching and emergency service background preferred.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job.
2. Must possess good communication and interpersonal skills.
3. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others.
4. Must possess ability to maintain confidentiality in regard to employee and client information and records.
5. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.
6. Must possess a willingness to travel as needed to carry out essential job duties.
7. Must possess knowledge and ability to plan, organize and direct EMA/911 training as required.
8. Must possess ability to draft/explain preparedness/operational plans to employees, officials and general public.
9. Must possess knowledge of theory, principles, techniques and practices of emergency management, preparedness response and recovery activities.
10. Must possess knowledge of various federal, state and local laws required to carry ou work requirements.
