Job Description

Job purpose

The essential function of the position within the organization is to manage the construction, maintenance, and repair of the City’s natural gas utility. Work involves the use of judgment in the interpretation, application, and enforcement of laws, regulations, and policies pertaining to the City’s natural gas utility services.

Duties and responsibilities

  • Make and adjust work assignments

  • Ensure proper operation of equipment and tools used by crew

  • Perform or assist in performing more difficult maintenance and construction tasks

  • Procure necessary supplies and equipment for the department.

  • Train and instruct subordinates and evaluate their work

  • Inspect work in progress to ensure conformance with instructions and/or industry standards

  • Organize staff work schedules.

  • Handle citizen inquiries and customer complaints regarding service needs and problems.

  • Sets up and maintain record system; process daily paperwork including reports, memos, requisitions, and personnel information.

  • Gather and maintain information/data to support periodic and special reports documenting activities for area of responsibility.

  • Requires decision-making as a major part of the job, affecting a major segment of the organization and the general public; works in a dynamic environment with responsibility for developing policies and practices

  • Attend or conducts staff and other professional meetings to exchange information; attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.

  • Attend safety classes, reinforce and comply with company safety policies.

  • Work harmoniously with peers, supervisors, and the public and comply with company policies.

Qualifications

Any combination of education and experience equivalent to graduation from high school or GED. (One year of work experience may substitute for one year of education, up to a maximum two years substitution.) Minimum of 5+ years of experience in skilled maintenance repair, installation, or construction work related to gas lines and service. Must have a valid state driver’s license and meet minimum driving standards.

Knowledge of:

  • Comprehensive knowledge of the procedures, equipment, and tools used in the construction, maintenance, and repair of natural gas lines.

  • Thorough knowledge of national and state building and construction code standards as they apply to gas utility systems.

  • Problem Solving – identifying and resolving problems in a timely manner, gathering and analyzing information skillfully, developing alternative solutions

  • Taking responsibility for own actions, keeping commitments

  • Committing to long hours of work when necessary to reach goals

  • Consistency in attendance and punctuality

Skill in:

  • Setting and achieving challenging goals

  • Demonstrating persistence and overcoming obstacles

  • Using equipment and materials properly

  • Observing safety and security procedures and in determining appropriate action beyond guidelines

  • Generating suggestions for improving work and developing innovative approaches and ideas

  • Handling or using machines, tools, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items such as hand or power tools.

Ability to:

  • Interpret survey plans and engineering design plans on utility line construction projects.

  • Assess natural gas line, meter, and regulation station problems and to identify corrective measures for repair.

  • Effectively coordinate, train, and supervise subordinate personnel.

  • Establish and maintain effective working relationships with subordinate employees, other City staff, and the general public.

  • Pursue training and development opportunities; continuously build knowledge and skills

  • Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

  • Write routine reports and correspondence

Working conditions

While performing the duties of this job, the employee may be exposed to extreme heat and/or cold, wet or humid conditions, bright and/or dim light, dust or pollen, intense noise levels, vibration, fumes or noxious odors. All required safety standards shall be adhered to in order to mitigate risk from moving mechanical parts, electrical shock, heights, blood-borne pathogens, traffic, animals and wildlife, toxic or caustic chemicals, and other identified hazards.

Physical requirements

This position requires frequent standing, kneeling, bending and climbing. The employee must be able to use hands to operate and manipulate tools and equipment. This position requires very heavy physical exertion including the ability to lift over 50 pounds and exert over 100 pounds of force on a regular basis.

The employee must be willing to work non-standard and overtime hours as required.

The position requires normal visual acuity and field of vision, hearing, and depth perception.
