Reference #: 4616002 THE POSITION The Department of Transportation is on the lookout for a Highway Equipment Manager 1 to support the Susquehanna/Wyoming County Equipment Manager 2 in overseeing the comprehensive fleet management program within Wyoming County. This role entails the responsibility for the repair, maintenance, and dispatching of the diesel and automotive fleet in the region, working closely with a team that includes a Mechanic Supervisor, Automotive and Diesel Mechanics, as well as other garage personnel to ensure efficient operations and optimal performance of the fleet.

DESCRIPTION OF WORK

In this role, you will oversee the management of the diesel and automotive fleet for Wyoming County, which includes assigning vehicles and coordinating maintenance and repair schedules. Your responsibilities will encompass the maintenance, repair, and dispatch of both automotive and highway maintenance equipment, ensuring that all operations run smoothly and efficiently.

This position requires supervision of the Wyoming County garage and its personnel, who are tasked with the upkeep, repair, and dispatch of the fleet, ensuring that all equipment is in optimal working condition. You will also be accountable for the maintenance of the facilities used for storing and servicing equipment, conducting inspections to verify that these buildings are utilized effectively and maintained safely.

A key aspect of your role will involve planning and implementing a preventative maintenance program aimed at maximizing the operational efficiency of all equipment, along with making recommendations for any necessary corrective actions. You will schedule training and certification for Equipment Operators and Mechanics, coordinating training locations, notifying staff, and sending reminders about upcoming training sessions.

Additionally, you will monitor the training process and instructors to ensure that appropriate content and methods are being employed, while also certifying operators locally and through the EPTA and WPTA for various specialized equipment. Your duties will include conducting certification for off-road equipment and providing training for Equipment Operators and Mechanics as required.

You will input data and work orders into automated equipment management systems, analyzing reports and records on equipment usage to facilitate cost-effective improvements and preventive maintenance, as well as tracking repair work on assigned equipment. Performing cost-benefit analyses will be essential, as you will review preventative maintenance reports, payroll hours, and repair expenses to assess whether equipment should be repaired or retired.

Lastly, you will assist the county equipment manager in planning the equipment budget, ordering new machinery, and determining which equipment should be disposed of, while also aiding county managers and the equipment manager in preparation tasks.

Work Schedule and Additional Information: Full-time employment. Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch. Schedule is subject to change due to weather/season; winter shifts - 4:00 AM - 12:00 PM or 12:00 PM - 8:00 PM. Telework: You may have the opportunity to work from home (telework) part-time upon successful completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Tunkhannock.

This position is eligible for Alternate Work Schedule (AWS) upon successful completion of probationary period.

QUALIFICATIONS Minimum Experience and Training Requirements: Two years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including one year of such experience in a supervisory or administrative capacity; or

An equivalent combination of experience and training.

Conditions of Employment: This position requires possession of a valid  Class B Pennsylvania Commercial Driver's License (CDL) or equivalent with the air brake restriction (L) removed. This position requires possession of a valid PA Class 7 State Inspection Mechanic Certification. This position requires one year of experience or training in the repair or maintenance of diesel engines.
