The Opportunity The WSDOT Real Estate Services Office is seeking an experienced and motivated individual to assist the agency's Property Management Program in a position located in Tumwater, WA. This position is responsible for completing oversight, training, and management of property management work for assigned regions, assuring that the property management work is completed efficiently and accurately. These functions are highly technical and are required by Federal and State rules to ensure transactions meets federal and state laws, regulations, and compliance. What to Expect Among the varied range of responsibilities held within this role, the Property & Acquisition Specialist 4 (PAS4) will: * Direct region staff on policies and procedures related to the property management program. * Review property management work generated by assigned regions. * Provide expert advice related to RCW's, WAC's, CFRs, and policy to Senior Property Management Agents, HQ Real Estate Services (RES) management, and legislative coordinators/committees. Also participate in the analysis of legislative bills and provide advice as needed. * Disseminate changes to policies and procedures regarding the property management program and provide technical and policy/procedure recommendations to office management. * Initiate, review and perform property management functions and complete transactions related to property management including title related work for leasing, disposal, inventory and turnback’s. * Initiate document reviews and consults with all relevant parties including the Attorney General's Office, FHWA and RES staff to assure state and federal policy compliance. * Inspect properties throughout the state and document the status of each property. Qualifications To be considered for this opportunity, the following are required: * Bachelor’s degree plus three (3) years of experience in property management activities on public property or for a governmental agency. OR * * Associate degree plus five (5) years of experience in real estate or a related field with a minimum of three (3) years in property management activities on public property or for a governmental agency. *OR * Seven (7) years of experience in real estate or a related field with a minimum of three (3) years in property management activities on public property or for a governmental agency. OR * * One (1) year as a PAS 3 (or equivalent) with a minimum of one (1) year of experience providing property management activities on public property or for a governmental agency. * A valid driver’s license. * The ability to obtain a Washington Notary Public * Knowledge of federal regulations (49 CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended. * Knowledge of Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition, condemnation, relocation, and property management of real property and property rights, title examination guidelines and procedures, and WSDOT Right of Way Manual. * Proficient use of computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Outlook, MS PowerPoint, FileMaker Pro, Adobe, SharePoint, ProjectWise, web, etc.) It is _preferred_ that qualified candidates also have: * Knowledge of disposal and lease requirements based on current law and WSDOT policy. * Knowledge of Real Estate and Landlord Tenant laws, including title and eminent domain. * Knowledge of Right-of-Way Engineering. * Proficient use of WSDOT applications (including but limited to SR View, Oracle, IRIS, etc.), and WSDOT and local agency websites. *Important Notes * * The salary listed for this position includes a legislative approved 7.5% premium for the PAS4. * Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. * Due to the COVID-19 restrictions, this position will be remote in a telework capacity full-time.
