OIC CAREER OPPORTUNITY The Office of the Insurance Commissioner’s (OIC) Information Services Unit is seeking a motivated and qualified individual to fill an IT App Development – Entry position. This position is assigned to the Operations Division, located in our Tumwater office. This position reports to the supervisor of the Application Development unit within the Application Services team and is an application developer responsible for application development and system support. This position is an integral member of the IT Application Services team which is a subset of the IT unit within the Operations Division of the Office of Insurance Commissioner. Duties * Complete software programming and development tasks as assigned in support of high-risk mission critical systems and software development projects in accordance with defined project timelines and quality expectations. * Independently plan development approaches and strategies to programmatically solve business needs. * Perform system support, troubleshooting analysis, and implement programming changes necessary to solve reported system issues and requested system enhancements. * Apply appropriate software change control procedures and IT “best practices” when applying software changes including to production, integration, test, and development environments. * Write and update documentation, including software requirements specifications, configuration management, software designs, software versioning, code documentation, software release notes, etc. * Perform “developer” level testing on programming assignments using defined test cases and perform data validation involving complex relational databases. Qualifications A Bachelor’s degree or higher in Computer Science, Computer Engineering, or other related field OR An Associate’s degree in Computer Science, Computer Engineering, or other related field and two (2) or more years qualifying professional IT experience. OR Four (4) or more years of recent professional experience in computer application development and maintenance. Experience includes but not limited to analyzing, designing, implementing, maintaining, programming, and/or technical testing medium to large scale software applications. * Qualifying professional IT experience is defined as experience in one or more of the following IT disciplines: IT consulting, applications architecture, systems development, systems analysis, or database management.* Preferred/Desired *Qualifications of this position include:* Demonstrable experience working with a software development team that used the “Scrum” agile software development methodology.
