JOB SUMMARY

ONEOK is looking for an Environmental Professional IV that will provide environmental support for facility and pipeline projects across all business units.

-Ensure compliance with all applicable environmental, safety, and health regulations.

-Provide knowledge and expertise across all environmental media and programs, including Clean Air Act, Clean Water Act, Endangered Species Act, National Environmental Policy Act, and applicable waste management requirements.

-Actively participate in the project planning and development through all stages, including construction, to facilitate communication of project impacts and risks to all stakeholders.

-Utilize a consistent framework for the development of plans and procedures for environmental support of construction projects, considering specific Business Unit needs and requirements.

-Focus on teamwork and collaboration by seeking alignment with project team members and business unit strategies.

-Manage field-based contractors and consultant resources to promote and foster quality performance and timely deliverables, including inspection during project activities, the development of requests for proposals, proposal evaluation, contractor selection and contract support.

Job Profile Summary

Responsible for coordinating and managing with ownership of advanced and more complex environmental compliance systems for the organization, as a subject matter expert. Responsible for a single environmental program or multiple programs with accountability for organizational compliance with regulations in accordance with the company mission, vision, and values.

Essential Functions and Responsibilities

  • Provide mentoring to lower level employees on compliance system management, assisting with compliance requirements and organizational procedures and tools.

  • Fully independent with a high level of decision rights and authority to execute responsibilities.

  • Evaluate patterns and identify enhancement opportunities for data collection tools and templates in order to improve the accuracy and quality of data collected for environmental compliance and remediation systems.

  • Provide subject matter expertise of compliance requirements and operating and construction parameters to answer questions regarding applicability of compliance systems. Develop internal audit protocols to support the evaluation of facilities.

  • Lead representative in the evaluation and implementation of major emerging regulatory issues. Represent the company position in national Industry Associations or in support of the company Regulatory Issue Guideline.

  • Analyze and develop corporate positions on applicability of environmental regulations for the organization and applicable operating assets and construction projects. Able to apply risk based analysis of compliance related to operations or construction practices. Recognize and resolve regulatory applicability issues. Institutionalize corporate positions within compliance systems to ensure repeatable compliance.

  • Subject matter expert on one or more environmental programs and their applicability to the company's unique operating parameters and construction practices.

  • Recognize the need for and develop procedures and tools to facilitate and demonstrate compliance consistently across the organization’s operating assets and construction projects. Evaluate existing procedures and tools for opportunities to improve compliance performance.

  • Review environmental inspection results and apply findings to operating segments, project execution processes or corporate compliance systems to enhance compliance.

  • Negotiate with contract and consultant resources that provide program level support to ensure an appropriate level of service and competitive rates for service are in place.

  • Develop organizational permitting strategies across operating segments and construction projects and provide reviews and comments on major permits. Ensure quality and accuracy of practical permit conditions based on evaluation of compliance risk.

  • Coordinate and facilitate environmental permitting prior to, during, and after construction for maintenance, growth and large capital projects.

  • Manage compliance systems for an entire compliance program or business segment. Initiate and implement system enhancements to improve compliance performance. Develop training for new users on compliance systems and procedures. Develop and implement new compliance systems.

  • Manage and participate in agency interaction at the program level and be able to negotiate segment or corporate level compliance or enforcement issues. Effectively represent the company's operating parameters and construction practices and the applicability of environmental regulations along with rationale for compliance positions taken by the organization.

  • Collect and review environmental field samples (air, water and waste) for analysis.

Education

  • Bachelor's Degree in environmental, natural science, engineering preferred and/or a combination of formal education and the following job related experience:

Work Experience

  • This role is typically attained through 10 or more years of related experience in environmental compliance.

Knowledge, Skills and Abilities

  • Knowledge of: state and federal environmental regulations and standards and their applicability to operations.

  • Ability to: analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests.

  • Ability to: evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures.

  • Ability to: pay attention to details.

  • Ability to: apply math, algebraic formulas, and statistics.

  • Ability to: interact, advise and communicate effectively, exchange information/provide instructions, conduct verbal presentations.

  • Ability to: develop communications utilizing fundamental technical writing skills.

  • Ability to: utilize office equipment including computers and applicable job related software, including Microsoft Office tools.

Expected Salary Range

$116,000.00 - $174,000.00
