Hiring Range: \$73,189 - \$87,827 Annually

Full Range: \$73,189 - \$102,465 Annually

Pima County Department of Transportation seeks an experienced and motivated Public Works Manager. This position is responsible for overseeing our pavement marking and signing teams within the Planning and Engineering Division. The ideal candidate will have maintenance and/or construction management experience and a passion for operational excellence.

This position will work 4, 10-hour shifts, Monday-Thursday, 6:00 AM to 4:30 PM.

Essential Functions:

  • Plans and administers the operational and financial activities of a unit or multiple units within a Public Works Department in conjunction with the Division Manager;

  • Develops, reviews and implements operational, maintenance and improvement plans and programs;

  • Manages design, development and implementation of various construction or special projects;

  • Analyzes methods, procedures and productivity to improve the efficiency of the division and adjusts unit operations for compliance with financial goals and performance standards;

  • Prepares cost projections for unit or multiple units activities and monitors financial expenditures;

  • Compiles and analyzes a units or multiple units budget for reasonability, needs and justification, and submits unit budget to division manager for inclusion in the development of the division budget;

  • Facilitates and provides guidance and leadership for the special research, evaluations, or study projects;

  • Develops and implements unit or multiple units policies, procedures and standards;

  • Designs, writes specifications and administers service or construction contracts between the County and vendors,

  • contractors, temporary employees and other agencies;

  • Evaluates contract compliance and authorizes payments upon the satisfactory completion of the work;

  • Provides recommendations to division manager regarding designs and reports prepared by consulting or staff engineers;

  • Evaluates equipment requirements and writes new equipment specifications;

  • Supervises, trains and evaluates professional, technical and support staff and recommends resolutions to personnel problems to division manager or department head;

  • Oversees the units safety and training programs;

  • Meets with homeowners associations, other agencies and the general public to resolve construction, maintenance and/or drainage problems;

  • May develop the divisions cost estimate for bidding process;

  • May negotiate contract terms with vendors and consultants;

  • May act as division manager in his/her absence.

\ Minimum Qualifications:

\ Bachelors degree from an accredited college or university in Civil Engineering, Public Administration, Business Administration, Urban and Regional Planning or a closely-related field as det rmined by the department head at the time of recruitment AND three (3) years of professional experience managing public works programs.

\ (Relevant experience and/or education from an accredited college or university may be substituted.)

\ OR:

\ Three (3) years with Pima County in a Public Works Supervisor II or closely-related position a determined by the department head at the time of recruitment INCLUDING one (1) year of supervision experience.
