Job Description

Reporting to the Manager, or designate, and working as part of a collaborative management team, the Supervisor, Social Assistance position is responsible for leading the case management services in a 24/7 shelter environment or leading a allied service program within the Homelessness Initiatives and Prevention Services Unit, in a client focused manner, and directing all administrative program operations.

As a Supervisor, Social Assistance, you’ll provide day-to-day supervision to assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, customer service excellence, and continuous learning, while encouraging innovation, evaluating performance and leading staff development through motivation and training.

Working collaboratively with other supervisory staff, you’ll lead the coordinated Housing First case management services for individuals and families to assist them in achieving housing stability in the community, ensuring clients receive appropriate counselling, support or referrals, and mediating on their behalf with other service providers. We will also count on you to gather and maintain statistical data and other information on programs for reports, forecast needs and monitor policy and program activities, recommend options and implement changes to improve operational performance and service delivery.

Managing labour relations will be an integral part of this role, including hearing grievances, along with monitoring program operations, and providing leadership in service planning and program policy development that incorporates identified needs with input from clients and community agencies. Overall, you will be responsible to ensure all services are provided in accordance with Divisional and Unit policies, procedures and applicable legislation.

Skilled in customer service, communication and presentations, you can work effectively with clients, service providers, the general public and/or staff to address service inquiries, requests and/or complaints, apply verbal de-escalation and crisis prevention techniques in defusing potentially volatile situations, and compile, analyze and disseminate data and apply it to shelter practices and operations.

You will work closely with all components of the program design, delivery, and administration with a specific focus on ensuring that client-facing elements of the program are delivered with a harm reduction, housing first, culturally relevant, and eviction prevention lens. You will uphold TSSS’s commitments to Reconciliation with Indigenous partners and to Confronting Anti-Black racism.

Key Qualifications:

  1. Post-secondary education in Social Services, or the equivalent combination of education and experience.

  2. Considerable experience supervising staff (e.g. leading, motivating, monitoring and evaluating performance), in a complex and high-volume work environment.

  3. Considerable experience in planning, developing and implementing programs that address operational and client needs.

  4. Considerable experience in the application of case management principles and practice with applicable legislation.

  5. Knowledge of current issues and expertise related to homelessness and/or street involved individuals and experience related to harm reduction, addiction, mental health, and palliative care, etc.

  6. Knowledge of current issues related to homelessness, housing first policy, subsidized and supportive housing, income insecurity, etc.

  7. Strong knowledge of community resources and a demonstrated ability to develop partnerships.

  8. Well-developed written and oral communication skills including presentation and facilitation skills, with an ability to communicate effectively with a broad range of stakeholders (i.e. community and government agencies) and management.

  9. Political acumen and insight, as well as advanced skills and judgement, in public relations, including the ability to manage, negotiate and achieve consensus among parties having different objectives.

  10. Excellent problem solving and decision making skills to resolve conflicts or de-escalate situations professionally.

  11. Knowledge of government legislation in the areas of labour, employment and human rights, Child and Family Services Act, Residential Tenancies Act, mental health legislation and other relevant legislation.

  12. Knowledge and familiarity with government legislation in the area of occupational health and safety.

  13. Excellent computer skills and the ability to use various applications (i.e. Microsoft Word and Excel), as well as ability to use the Division's automated systems.
