High Risk Customer (HRC) Program conducts enhanced due diligence of customers who have been high risk. In addition, the HRI manages the daily activities, design and implement controls for risk mitigation related to Anti-Money Laundering, Bank Secrecy, Enhanced Due Diligence, Sanctions and Anti-Bribery/Anti-Corruption.

Job Description:

The Senior Manager, AML Enhanced Due Diligence, High Risk Customer Program reports to the Associate Vice President (AVP), Head of Canada Enhanced Due Diligence and High Risk Investigations. The Senior Manager, AML Enhanced Due Diligence, High Risk Customer Program supports the AVP with the management and oversight of the HRC Program in Canada.

The Senior Manager, AML Enhanced Due Diligence, High Risk Customer Program is responsible for support, management, and strategic design of the High Risk Customer Program while partnering with stakeholders, working with people managers and investigators to ensure the controls are designed and operating effectively to mitigate the risk and compliance with regulatory requirements as well as the Bank's systems of internal controls. The Senior Manager, Enhanced Due Diligence, High Risk Customer Program manages the daily activities of the Investigators within the High Risk Customer Investigations Team who is responsible for the detection, investigation, and reporting of potential money laundering and terrorist financing activities conducted through TD Bank.

The High Risk Customer process is a key activity conducted by the High Risk Customer Program to manage TD Bank's anti-money laundering ("AML"), antiterrorist financing ("ATF") and sanctions risk, mitigating controls and regulatory obligations. TD Bank has both a regulatory and an enterprise-wide requirement to have processes in place to identify customers that present a higher risk relative to AML / ATF concerns and apply Enhanced Due Diligence ("EDD") measures to these high risk customers. EDD measures must be applied consistently to all high risk customers throughout TD Bank's business segments. The FIU's High Risk Customer Investigations Team is responsible for applying EDD measures to all identified high risk customers.

Additionally, the role will involve ensuring High Risk Customer Program is operating at peak staffing performance and efficiency while promoting a culture of compliance.

In this role you will oversee a large and significant multi-faceted AML operational function. You'll have overall accountability for providing strategic direction and guidance on a broad and diverse range of complex AML operational activities/analysis and/or specialized project support or services within enterprise AML Operations.

As a Senior Manager, AML Operations, you will:

  • Provide support to the Associate Vice President (AVP), Head of Canada Enhanced Due Diligence and High Risk Investigations with the oversight and management of the High Risk Customer Program while ensuring the

  • Oversee and lead a team of Enhanced Due Diligence People Managers and Investigators as well as maker/checkers/quality controls and/or quality assurance while promoting a culture of compliance and an environment of ongoing employee development and feedback.

  • Ensure investigations, initial and periodic reviews of high risk customers are risk assessed, reviewed, and assigned on a risk based prioritization approach and timely manner.

  • Provide oversight of the investigations, initial and periodic reviews of high risk customers in accordance with the prescribed timelines including internal controls, procedures, and regulatory requirements.

  • Ensure the regulatory reporting is conducted in a timely manner while adhering to regulatory requirements.

  • Ensures that other ongoing activities are performed according to established policies and procedures.

  • Identification of root causes and learnings from investigation for feedback to impacted stakeholders for remediation of controls.

  • Maintain and foster effective relationships, with stakeholders impacted during investigation including internal stakeholders (e.g Human Resources, Corporate Security, Business Lines, Protect Platform etc.) and law enforcement.

  • Design and implement periodic and ongoing reporting and communication for status of investigation including ensuring matters are escalated to Associate Vice President, Head of Canada Enhanced Due Diligence and High Risk Investigations.

  • Monitor performance of AML/ATF/Sanctions/ABAC systems relating to High Risk Customer Program and communicate feedback to management.

  • Oversee and assist with the design of the High Risk Customer Program for adherence to applicable regulations/requirements and internal policies.

  • Work autonomously as the leader of the team and develop group policies procedures in coordination with leadership team.

  • Ensure the controls are operating effectively to mitigate risk and compliance with internal controls as well as regulatory requirements.

  • Oversee research, development and implementation of new processes, technologies or operating models.

  • Conduct remediation of issues, regulatory findings in a timely manner while ensuring risk are mitigated and action plans are designed appropriately and operating effectively.

  • Act as the highest point of critical issue resolution and provide direction to resolve.

  • Participate in initiatives and/or special projects; long-term (1-2 years) time focus.

  • Participate in responding to periodic exams/audits and various regulatory bodies.

  • Work closely with key business leaders to develop business plans; manage budgets as required.

  • Coordinate group technology support, including vendor research databases.

  • Act as a brand ambassador for your business area/function and TD, both internally and externally.

  • Contribute to the ongoing development of the team by sharing information, knowledge, expertise and lessons learned on a regular basis.

  • Keep abreast and maintain strong understanding and knowledge of regulatory requirements and changes, emerging risk and trends for application during investigation.

Job Requirements:

What can you bring to TD? Tell us about your most relevant experience, credentials, and knowledge for this role, as well as these requirements and desired attributes:

  • Undergraduate degree preferred and AML designations (e.g CAMS, CFCS, CFE)

  • Ten (10) or more years of AML experience with focus on high risk customer program and/or enhanced due diligence program.

  • Experience and advanced knowledge of Canadian AML legislation, requirements and guidance including but not restricted to Financial Transactions Reports Analysis Centre of Canada (FINTRAC), Office of the Superintendent of Financial Institutions (OSFI). Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA)
