Job Description

To provide project management and technical expertise in weigh scale software, supporting the planning and execution of short and long term system and infrastructure requirements of the Solid Waste Management Services Division.

Major Responsibilities:

  • Leads Weighscale Administration team and supervises/directs project team members, consultants and contractors.

  • Implements detailed plans and recommends policies/procedures regarding weigh scale software (Paradigm) requirements.

  • Ensures weighscale data/systems are updated, interact with other software; analyzes data for consistency, accuracy, abnormalities and potential security issues.

  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with weigh scale software.

  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Forecasts short and long-term requirements to secure the required system capabilities through new contracted services and/or new SWMS infrastructure.

  • Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, manages stakeholder expectations, high standards of work quality, organizational performance, documentation and continuous learning.

  • Prepares and reviews reports for management related to system updates, operational plans and business processes.

  • Determines and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects and provides to senior management.

  • Provides confidential staffing and labour relations assistance for the program. Supports service and workforce rationalization projects covering multiple divisions, agencies and corporations and attends meetings where confidential labour relations information is discussed.

  • Makes recommendations to senior divisional management with regards to service optimization and business process simplifications that could result in alternative service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation.

  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, and ensures project expenditures are controlled and maintained within approved budgets.

  • Prepares or reviews, and advises on, studies, plans, specifications, regarding the modification of SWMS systems and infrastructure.

  • Reviews requests from other Divisions and external stakeholders or services contracts, reviews responses and makes recommendations for award of contracts.

  • Assists with the preparation of Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.

  • Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors.

  • Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.

  • Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.

  • Performs site inspections and condition assessments for weighscale infrastructure as needed.

  • Participates in studies, analyses, surveys, research and helps develop effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.

  • Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.

  • Promotes standardization relating to project administration, documentation, processes and technical design.

Key Qualifications:

  1. Post-secondary education in Business Administration, Environmental Sciences/Studies or other related discipline, or an equivalent combination of education and experience.

  2. Considerable experience in weighscale systems, i.e. Paradigm’s weigh scale system.

  3. Considerable experience as a Project Manager; identifying needs and initiating, coordinating and managing implementation of solutions.

  4. Experience with a variety of computerized office systems including MS Office (i.e., Word, Excel, Powerpoint, Outlook), database software packages, and digital meeting and collaboration tools. Proficiency with enterprise resource planning software, ideally SAP and Access is considered an asset.

  5. Experience in research, data collection (manipulation and visualization), analysis, interpretation of data and writing summaries as related to Weighscale data.

  6. Must possess a valid Province of Ontario Class "G" Driver's License and have the ability to travel to various locations in a timely and efficient manner.

  7. Excellent problem solving and decision-making skills with the ability to handle and resolve difficult situations in a professional manner.

  8. Excellent report writing, communication (oral and written), presentation and conflict resolution skills. Proven track record of solid internal and external relationships and strong leadership capacity.

  9. Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.

  10. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.

  11. Ability to exercise political acumen, sound judgment and discretion in dealing with confidential operational matters.

  12. Knowledge of government structure, policies and decision-making processes is an asset.

  13. Exceptional oral and written communication skills.

  14. Strong interpersonal and conflict resolution skills. Proven track record of solid internal and external relationship management and leadership capacity.
