To provide strategic financial direction, leadership and operational support for the transformation, integration and re- organization of the service delivery of the division's programs inclusive of operating and capital budgets, internal and external financial reporting, financial activities and controls, complement management and City-wide technology asset management. To lead the implementation of transformative change across the division and provide direction, leadership and guidance to implement the proposed organizational structure and to ensure it is aligned with the strategic direction of the organization

Major Responsibilities:

  • Provide financial planning, budgeting, financial management and control services to the division’s senior management involving the planning, development, management, analysis and recommendation of TSD’s multi-year operating budget and plans and the 10-year capital budget and plans and submitting them to Financial Planning and Council.

  • Develops and implements City Wide policies that address Budgeting and reporting on technology assets, technology operating costs and technology capital projects.

  • Develops, recommends, and administers the annual budget for the Division, orchestrating the planning of the Division's capital budget and ten-year plan for submission to Financial Planning and City Council.

  • Provide guidance and training to the Division’s staff to ensure that they adhere with corporate and internal/divisional policies and procedures relating to Budgets, Accounting, and technology licence management.

  • Provided a complete disclosure of financial activities that had a significant impact on the Division's annual results as part of the Accounting Service's Divisional Reporting Package.

  • Consult with the Accounting Services Division on accounting treatments or taxation requirements for complex financial transactions for the Division.

  • Engage with the City’s external auditors with respect to the annual financial audit of the Division’s accounts.

  • Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Contributes to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures, provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.

  • Directs, through subordinate management staff, all activities of the team, delegating management responsibility.

  • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Develops, recommends, and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.

  • Leads the divisional Transformation Office and identifies, develops and implements project management plans, to integrate the ways in which the division delivers interventions to improve efficiencies at the City.

  • Works with senior staff in developing a future state operating model for the division.

  • Develops and implements project management strategies and processes that build on international best practices for effective organizational transformation which will form the future state operating model.

  • Recruits and manages the divisional teams responsible for the coordination, development and implementation of all strategies required to achieve the organization's transformational vision and for assembling and managing tools and resources necessary to support the transformation.

  • Leads integration initiatives from conception, through process mapping, risk analysis, financial analysis, resource allocation, and contract management and performance evaluation.

  • Provides senior level counsel in the budget review process, responding to and/or anticipating budgeting issues and requests for new, immediate program-specific or corporate information and being accountable to SMT, Councilors, Committees and Council for the collection, analysis and dissemination of that information and resolution of those emergent issues.

  • Implement procedures to track technology licenses, monitor compliance to contractual licensing terms and address any issues identified in a timely manner with divisional leads.

  • Develops and ensures adherence to procedures through continuous interactions with all Finance Leads in City Divisions to track and update the City's Asset Register for all technology capital assets and cloud subscription services for their entire life cycle.

  • Accounts for the City's technology assets in accordance with the Public Sector Accounting Board (PSAB) requirements by leading the review and analysis of technology related capital expenditures and ensure that the Division's tangible capital asset records are completely and accurately reflected in the City's financial system.

  • Ensures timely completion of period-end closings, delivering comprehensive reports on variances and financial performance and that the financial information recorded in the City's general ledger, and provided to Accounting Services, is sufficient, appropriate, and correct, based on the financial activities within the Division.

  • Represents the Division and provides steadfast support to the Chief Technology Officer (CTO) at standing committees and Council meetings.

  • Manages information and action requests from Council members through articulate verbal responses, detailed reports, and comprehensive briefing notes.Provides updates and reports on the project status, issues, deliverables and milestones to the Steering Committee.

  • Directs the development and implementation of divisional change management strategies which includes training, communications and staff engagement initiatives.

  • Provides leadership and oversight to multi-disciplinary project teams.

  • Establishes a best practice approach that ensures transparency and fairness in decision making and project implementation.

  • Fosters the development of an organizational culture that focuses on delivering exceptional outcome focused services.

Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies. Key Qualifications:

  • Post-secondary education i.e., Business Administration, Project Management & Finance, or a closely related field and/or a fully designated Chartered Professional Accountant in Canada (CPA).

  • Extensive senior-level experience gained through progressively more responsible positions leading and motivating a large diverse team while ensuring high organizational performance related to administration, budgeting, financial planning and accounting portfolio.

  • Extensive experience preparing comprehensive reports and presentations, and analyzing, interpreting and summarizing information for the purpose of presenting and supporting strategic, service and financial decision-making.

  • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse internal stakeholders, while balancing political, community and public interests.

  • Experience leading transformational change initiatives and the delivery of programs that create service improvements and efficiencies while managing stakeholders' needs and interests within a complex organization.

  • Extensive experience working with executives, sponsors and senior management teams across organizations to meet divisional and organizational objectives while maintaining effective relationships.

  • Extensive experience directly and indirectly managing business teams and resources (operational managers, project managers, staff, contractors and vendors) for the development of business solutions to achieve corporate objectives.

  • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse internal stakeholders, while balancing political, community and public interests.

  • Excellent written and verbal communication skills with demonstrated ability to write and present complex information to a variety of audiences including delivering presentations, creating dashboards, writing reports, and facilitating working sessions.
