Job Summary:

To provide corporate support, coordination, and project expertise for Toronto's involvement in major sporting events, from the bidding process through supporting and/or delivery of the event. The successful applicant will also lead and assist with the implementation of projects, processes and structures, as an independent contributor or in cooperation with stakeholders and partners, required for planning and operations of the games or event.

Major Responsibilities:

  • Develops and implements detailed plans under the direction of the Director of the Secretariat or Project Manager and recommends policies regarding program-specific requirements and City objectives i.e. (Scope development, budget planning, risk management).

  • Prepares formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q) and oversees professional services contract(s) to deliver community consultation, focus group, and market research goals to within FIFA/Host City Agreements and City objectives.

  • Preparation and Co-ordination of event logistics and documentation supporting the FIFA World Cup event including site inspections and assessments, site plans, production schedules and technical co-ordination.

  • Implementation of infrastructure plans including Temporary power, Theatrical equipment (Audio, Lighting, Video systems), Staging and/or Scaffolding systems, and obtaining any applicable licenses, permits, road closures, traffic re-routing, equipment rentals, signage, and barricades.

  • Builds strong partnerships and continuously liaises with the other agencies, divisions and external partners also involved in FIFA World Cup 2026, including Deputy City Managers' Office, Province of Ontario, TTC, Metrolinx, Exhibition Place, Maple Leaf Sports & Entertainment, etc.

  • Maintenance of partnerships with various City Services including Police, Fire, EMS, TTC, Emergency services and other City departments for all Toronto special events

  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.

  • Deals with highly confidential matters such as intergovernmental relations, intellectual property negotiations, and the contractual agreements between FIFA, external partners, and the City of Toronto

  • Conducts research into assigned areas ensuring that such research accounts for developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

  • Ensures project expenditures are controlled and maintained within approved budget limitations.

  • Supports corporate games/events operational planning and preparedness, time service delivery, and post evaluation and documentation.

  • Provides project management tracking, research, meeting management, day-to-day coordination and technical support for meetings and activities of City Program Team and City Executive Steering Group, and related technical working groups.

  • Acts as a resource person for inquiries about the City's games/events structures, responsibilities and activities.

  • Maintains an awareness of developments and advancements concerning the effective delivery of international multi-sport events, liaising with partners as appropriate and directed.

  • Assists the Director with end-to-end project planning, coordination, implementation, administration and evaluation of short and long-term corporate initiatives related to the games/events.

  • Updates documentation regularly to support the operations of City Secretariat and the City's corporate games/event oversight, coordination and support activities.

  • Monitors corporate and divisional games/event activities against objectives, timelines and milestones to support planning and operations.

  • Prepares briefing/presentation/meeting material for senior City officials working on the major sporting event.

  • Represents the City at meetings with coordinating bodies and/or provides support to senior staff representing the City at such meetings.

  • Supports the negotiation and management of Municipal Service Agreements by compiling and analyzing data, maintaining appropriate records, and preparing presentation and briefing material.

  • Provides strategic advice, technical coordination and related support for public and other special events which aim to raise the Host City's profile (i.e. 1 year countdown events, and Tournament-related announcements).

  • Supports and executes other special projects, as required (e.g. speeches, presentations, and events).

Key Qualifications:

  • Post-secondary education in Project Management or a closely related field, or an equivalent combination of education and experience.

  • Extensive experience dealing with Capital Projects, Event Operations, and working with internal and external stakeholders (i.e., City Divisions, boards and agencies, Senior City Management and City Council) using effective communication techniques and practices.

  • Extensive experience with project management including definition of project purpose and objectives, defining and achieving milestones and deliverables, monitoring and tracking progress and managing communication and reporting requirements and completion of projects of various terms and complexities.

  • Extensive experience in issues management and in the resolution of contentious issues that have required superior analytical, conflict resolution, interpersonal and problem-solving skills.

  • Extensive experience creating concise and effective reports, presentations, briefing notes and correspondence on policy, project and administrative issues, often under time constraints.

  • Excellent written and verbal communication skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, staff, community agencies, senior management and government officials/politicians.

  • Ability to exercise independent judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to other senior staff, public and personnel matters.

  • Ability to work in a highly demanding and fast paced work environment.

  • Proficiency in the use of corporate applications, in particular word processing, spreadsheets, presentation applications and project management software (i.e. Microsoft Project, Atlassian JIRA).

  • Familiarity with government legislation pertaining to occupational health and safety and other relevant government legislation including the Municipal Freedom of Information Act and the Accessibility for Ontarians with Disabilities Act.

  • Familiarity with major league sports or Major International Sporting Events governance and project management methodologies.

  • A working knowledge of AutoCAD will be considered a strong asset.
