Job Description


The Security Manager is responsible for organizing and overseeing all security operations, security systems, security network and associated infrastructure in line with the Project Agreement. This position will manage a contract security work force to ensure the effective day to day security operation within a highly secure environment. This position includes not only the day to day coordination of the security services department but also plays a key part in the delivery of all aspects of the Project Agreement to our clients. Working as part of a team within the business, the Security Manager will be expected to positively contribute to the performance of the Security, Parking and Emergency Management portfolio. The Security Services department key elements of service are staff & visitor screening, patrol & surveillance services, escort duties, control of access; including issuing of cards and keys, responding to all emergency and non-emergency calls for service and incident reporting. All these key elements contribute to the safety and security of the facility and its occupants. The Security Manager is also responsible for the parking services and the collection of customer payments monthly and all deliverables relating to VC 101.

The Contract Compliance Manager will ensure staff and tenant compliance with all policies and procedures, project agreement deliverables and their key elements are provided. The Contract Compliance Manager exercises initiative in managing daily office and departmental activities, projects in line with the Services Output Specifications as outlined in the Project Agreement. This position supports the development and implementation of operational plans, standards operations procedures (SOPs), initiatives and projects relating to contract compliance and performance management. The contract Compliance manager will also develop a quality assurance plan to provide a systematic method to monitor contract performance and participate in the development of contract risk assessments and risk management plans, including mitigating measures.

  • Manage Information Technology Infrastructure at the site level (Switches, Firewalls, Wireless Access Points etc) and work with Sub-Contract vendor in the administration and servicing of these systems. (Networking remains the domain of Dexterra IT)

  • Manage the Distributed Antenna System (Head End Equipment, Multi-Band Antennas) and work with Sub-Contract vendor in the administration and servicing of these systems.


  • Develop and Implement security policies, protocols, and procedures

  • Control budgets for security operations, lifecycle, and monitor expenses

  • Administer the Security Key and Access Control program

  • Conduct investigations (video review, access log review)

  • Provide training, direction, and guidance to the security team.

  • Assist in the development of processes and tools to increase efficiency for all security related systems and integration

  • Plan and coordinate security operations for specific events

  • Review and maintain records of all Inspections and audits

  • Ensure all staff are following all departmental, Dexterra and client mandated policies and procedures.

  • Review reports on incidents and breaches

  • Manage/supervise security contractors/ suppliers while on site performing work.

  • Maintain and revise security standard operating procedures

  • Administer and maintain the security access control and video management software.

  • Maintain and conduct random audits of the security access control database and any associated records.

  • Provide support to various departments on projects and tasks that require security assistance or involvement

Contract Compliance

  • Develop and implement contract performance measurements and quality assurance frameworks to effectively monitor, manage, and evaluate performance against the Project Agreement

  • Develop and implement risk assessment frameworks

  • Identify, develop, and implement technology in support of contract compliance oversight and site performance

  • Develop reporting products in support of contract compliance oversight

  • Manage complex relationships with industry partners, client representatives and other stakeholders to ensure the site successfully delivers on the project agreement

  • Coordinate rollout and deliver employee training on compliance issues

  • Preparing reports for senior management and project stakeholders as appropriate

  • Develop clear goals that are consistent with agreed strategies

  • Identifies priority activities and assignment; adjusts priorities as required.

  • Prepare and submit monthly reports to stakeholders (Performance Management Reports (PMR) and Payment Adjustment Report (PAR)

  • Complete Annual reviews of the Site Services Plans and Sub-Plans



  • A Post-secondary education in Criminal Justice, Police Foundation, or related field.

  • Minimum of 5 years’ Security related experience in a highly secure environment.

  • Minimum of 3 years’ experience in a leadership/management role.

  • Detailed knowledge of federal, provincial and municipal laws.

  • Demonstrated excellence in communication, team building and the ability to initiate and model positive change.

  • Superior communication skills and the ability to develop and maintain positive working relationships with internal and external stakeholders are vital as well as having exceptional analytical and problem-solving skills.

  • Experience in managing security suppliers/contractors.

  • Comprehensive understanding of security technology including microcomputers, cameras, access control platforms software and hardware, and video storage solutions

  • CPP, PSP or any other Security Professional Designation is an asset

  • Experience developing compliance and performance frameworks and products

  • P3 experience, with experience using reporting tools

  • Proficiency in data management and analytics, with well developed skills to understand complex issues and their implications on business activities

  • Have knowledge of asset and facility management principals, building systems, and occupant/user services issues on large commercial, institutional and/or industrial real estate.
