Reporting to the Supervisor of Design, the Civil Engineering Technologist (CET) supports the delivery of the City’s Capital Works Program in the area of design and construction of municipal infrastructure capital projects mainly roads, sewers, watermains and TTC streetcar tracks as both a Team Lead and Lead Designer. The CET plays a key role in the delivery of capital projects, is accountable for the preparation of detailed design, coordinating with utility companies/agencies/approval authorities, assisting Project Engineers in preparation of tenders, and design conflict resolution during construction. The CET is also a Subject Matter Expert in engineering design using CADD software including Bentley Inroads and mentors, coaches and directs junior design staff.

Major Responsibilities:

  • Reviews the designs (e.g. final plans, shop fabrication drawings and job site constructions) for completeness, accuracy, design criteria and conformity to City standards and responds to related inquiries

  • Coordinates, monitors, tracks, the transfer of engineering and related project data required of the Capital Works Program and Special Projects

  • Prepares, checks and reviews engineering data and contract drawings (e.g. Digital Terrain Model, plans, alignments, cross sections and profiles), supporting field notes, research materials, digital and hard copy input diagrams

  • Assists in coordination, monitoring and tracking the status of Design for the Capital Work Program

  • Assists the Project Engineer/Supervisor to perform a variety of activities relating to the planning, design, tendering, construction and inspection of municipal infrastructure

  • Performs detailed engineering design using Computer Aided Design and Drafting (CADD) software such as Microstation and INROADS for the preparation of complex municipal infrastructure designs such as watermain, sewer, storm water facilities, watercourse, road, TTC track, miscellaneous structure projects and related engineering mapping overviews

  • Administers, tracks and monitors storage of various documents including CADD drawing files, hard copy engineering plans and scanned documents using a document management system

  • Prepares reports, plans and detailed specifications in support of planning issues including the preparation of the feasibility designs and preliminary estimates requested by internal stakeholders for various assignments.

  • Conducts preliminary field investigation and studies for a variety of planned proposals, programs and projects pertaining to the City infrastructure

  • Troubleshoots and resolves design related issues during construction.

  • Participates in the development of various technical standards and specifications for municipal infrastructure design and construction projects.

  • Assists with/prepares documents such as Form of Tenders; REOI; RFP; RFQ’s etc. and specifications, including the preparation of feasibility designs and preliminary estimates requested by internal stakeholders for various assignments.

  • Responds to inquiries from the public, surveyors, consultants, architects, contractors, utility companies, Councilors, City divisions and other internal and external stakeholders.

  • Analyzes data, performs calculations, and makes recommendations.

  • Trains, instructs, mentors and/or assists other staff.

  • Leads projects and directs staff on projects.

  • Prepares training course materials and conducts training courses and demonstrations.

  • Prepares survey layout, cross sectional, quantity, and related reports.

  • Prepares general correspondence and technical reports as required.

  • Represents the Division on internal/external committees and at public forums.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Graduate in Civil Engineering Technology or approved equivalent combination of education and experience.

  2. Extensive experience in the engineering design related to municipal infrastructure (e.g., roads, sewers, watermains etc.).

  3. Extensive experience utilizing Computer Aided Design and Drafting (CADD) (i.e., Bentley Suite of Products or equivalent) and MS Office Suite, in a Design Environment.

  4. Experience in coordination, monitoring and tracking the status of Designs.

You must also have:

  • Ability to interpret digital or hard copy engineering data, drawings, and documents (e.g., plans, alignments, cross sections, profiles, engineering surveys and contract specifications).

  • Advanced knowledge of Civil Engineering and Construction related theories, methods, and practices.

  • Ability to perform manual and computerized mathematical calculations used in engineering analysis.

  • Advanced problem solving, project coordination skills and the ability to exercise independent judgment in dealing with technical matters.

  • Advanced knowledge of all relevant regulations, statutes, standards and practices related to (i.e., Occupational Health and Safety Act, Ontario Provincial Standards Specifications (OPSS), Ontario Provincial Standards Drawings (OPSD), Ministry of the Environment, Conservation & Parks (MECP) and Transportation Association of Canada (TAC), Accessibility for Ontarians with Disabilities Act (AODA)).

  • Well-developed project coordination, interpersonal and group skills.

  • Ability to work effectively with consultants, contractors, colleagues and other City employees at all levels, and members of the public.

  • Ability to provide work direction and review the work of other staff and Engineering Consultants.

  • Ability to communicate effectively both orally and in writing at all organizational levels.

  • Ability to plan, prioritize, organize, and work with minimal supervision.

  • Valid Ontario Driver’s License Class “G” and be eligible to pass the tests required to receive a City driver’s permit needed to operate a city vehicle.

  • Knowledge of modern graphic techniques and computer applications as it pertains to urban design will be considered an asset.
