POSITION SUMMARY: Under direction performs work of moderate difficulty in planning, coordinating and supervising the work of skilled, semi-skilled and unskilled personnel engaged in the maintenance, repair and construction of City facilities; performs related work as required. ESSENTIAL JOB FUNCTIONS:
- Supervises and assigns work to skilled, semi-skilled and unskilled personnel engaged in the maintenance, repair and construction of City facilities
- Makes cost estimates
- Determines how work is to be done and assigns work to proper personnel
- Assigns maintenance of fire protection devices in City service buildings
- Enforces safety rules and eliminates job hazards
- Inspects work to determine progress and conformance to standards
- Inspects buildings to denote need and extent of necessary repairs
- Inspects plumbing and electrical fixtures, heating and cooling systems and determines extent and cause of defect
- Works closely with private and City utilities concerning problems with City buildings
- Works closely with and observes private contractors hired to repair and remodel City buildings and those performing security, custodial, equipment maintenance and other related services
- Recommends specifications for new equipment and vehicles
- Requisitions materials, supplies and equipment
- Prioritizes work that qualifies for CIP funding, estimates costs for various projects, prepares specifications and bid packages
- Monitors progress of CIP projects, reviews and approves bills for payment
- Coordinates work being done by contractors on assigned projects
- Meets with representatives from other City departments, governmental agencies and private businesses to coordinate and schedule work for special projects
- Assists in preparation of annual budget
- Reports personnel problems
- Assists in records maintenance and the preparation of payroll and reports
- Inspects equipment to insure working order
- Responds to public complaints concerning damage to private property by City employees or equipment
- Interacts with Law Department to obtain information about damage complaints, provides documentation and estimates costs for repairs
- Hears employee complaints and grievances and adjusts and/or recommends disposition of same
- Initiates disciplinary actions
- Participates in the interview process for potential employees and makes recommendations for appointments
- May operate a personal computer for record retrieval
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

- Building maintenance, repair, construction and remodeling methods and practices
- City-owned facilities
- Skilled trades functions
- Tools, equipment and material of the trades
- Occupational hazards and safe work practices
- Supervisory practices
- Work rules and the union agreement
- Federal requirements (ADA and EPA) concerning building standards
- Modern record keeping procedures
- City's purchasing and accounting procedures
