Description
POSITION SUMMARY:
The Division of Transportation is transitioning to take over multiple right-of-way duties within the City of Toledo. Among these duties are the Special Events Permitting and newly created Outdoor Dining Permit programs. For Transportation to be able to continue efficient maintenance of the public right-of-way, we require a position capable of managing permitting workflows as well as performance compliance inspections.
ESSENTIAL JOB FUNCTIONS:
Perform a variety of field and office work in support of the City’s right-of-way code enforcement program.
Enforce compliance with City regulations and ordinances including those pertaining to right-of-way, license regulations, special events, public nuisances, health and safety, and other matters of public concern.
Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances.
Interview complainant and witnesses, conduct investigations and provide recommendations for resolution.
Conduct field investigations, inspect properties for violations.
Attempt to make contact at the business in order to resolve violation.
Issue and post warning notices, notices of violation, corrective notices, orders to comply and related documentation for code violations and special event regulations.
Schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes, permits, and ordinances.
Issue notices of violations as necessary.
Prepare evidence in support of legal actions taken by the City
Appear in court as necessary.
Testify at hearings and in court proceedings as required.
Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job related activities including accurate and detailed information regarding code enforcement activity to substantiate violations, which includes photos.
Ensures that all information is documented in the Citiworks Case Management system and that Engage Toledo has the information they need to respond to a merchant or citizen about complaints.
Patrol and conducts field inspections for special events in the public right-of-way to identify and evaluate problem areas and/or ordinance and permit violations.
Determines proper method to resolve violations.
Provides educational brochures designed to advise merchants and citizens on the requirements for compliance.
Interpret and explain municipal codes and ordinances to members of the general public, business owners, and other interested groups.
Operate computers and tablets to enter and process all complaints in Citiworks.
Utilizes data bases to retrieve information and research complaints.
Participate in managing, tracking, and processing various right-of-way permit applications.
Answers direct citizen requests for information and offer assistance in guiding merchants and citizens through various application processes.
Coordinates efforts with planning and other municipal departments to ensure special events and other permitted activities within the public right-of-way receive appropriate municipal support.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Principles and procedures of document retention and workflow management.
City services and organizational structure as they relate to code compliance and special event regulations.
Legal actions applicable to code enforcement compliance.
Skill in:
Effective public relations practices.
Microsoft Excel, Microsoft Access, Microsoft Word, and Microsoft Outlook proficiencies.
Ability to:
Perform procedures involved in the enforcement of codes, permits, and regulations including methods and techniques of conducting and documenting field investigations.
Research, compile, and collect data.
Prepare clear and concise technical reports.
Read and relay permit and regulatory language.
Read and interpret legal documents and descriptions.
Ability to work independently in the absence of supervision.
Understand and follow oral and written instructions.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from high school or General Education Development (G.E.D.) Tests equivalency
Three (3) years of responsible experience in public contact work involving the interpretations, dissemination and/or enforcement of complex rules and regulations.
An Associate’s Degree in Business, Communications or any other related field may be substituted for one (1) year of work experience.
Must possess and maintain a valid Driver’s License.
Microsoft Excel, Microsoft Access, Microsoft Word, and Microsoft Outlook proficiencies required.

Occasionally stooping may occur with this position. Speaking and listening are constant essential functions of this position.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.
Group Life Insurance
City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.
Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
