OBJECTIVES/PURPOSE

  • Working under the direction and supervision of the Head of Benefits APAC Region, responsible for planning, designing, implementing, administering, and communicating benefits strategies and programs for Japan to ensure the successful attraction, motivation, and retention of quality talent

  • Partners with Head of Compensation in Japan to ensure a holistic experience for all Japan employees

  • Works closely with the Head of Benefits APAC Region to ensure programs and practices are aligned to global benefits strategy

  • Assesses competitiveness, and designs and implements local benefits framework and programs. Ensures that employee benefits meet employee, Takeda, and regulatory needs in Japan

  • Manages all aspects of strategy, design, financials, compliance, renewals of Takeda Japan’s benefits programs, including health and welfare, retirement, vacation and holidays, and ancillary benefits

  • Partners with works councils and local labor unions to ensure appropriate governance for all benefits programs

  • Appointed chair of the Takeda Corporate Pension Fund (TCPF) and Takeda Health Insurance Association (THIA)

  • Has deep understanding of the external view of trends and practices for the Japanese region. Stays abreast of Japanese benefits best practices, monitors legal developments, evaluates emerging trends, and keeps appraised of technological advancements. Provides supporting Japanese market data and best practice recommendations to the Head of Benefits APAC Region

ACCOUNTABILITIES

  • Works with the Head of Benefits APAC Region to manage the development, implementation and administration of benefits programs for Japan including health and welfare, retirement, and wellness programs

  • Analyses and monitors the on-going effectiveness of benefits programs to ensure external competitiveness and internal equity are maintained. Presents recommendations regarding changes to existing programs to Head of Benefits APAC Region

  • Leads all aspects of the Japan’s annual benefits review including market data collection and analysis, market trend research, and budgeting for benefits adjustments/changes

  • Partners closely with works councils and local labor unions to ensure appropriate governance for all benefits programs

  • Ensures effective implementation and communication of executive perquisite programs for eligible Japan employees. Makes recommendations to Head of Benefits APAC Region regarding changes to existing programs based on market data

  • Coordinates with Japan People Advisory Group (PAG) to provide guidance on developing and implementing training programs and communication materials to ensure consistent and effective understanding of benefits programs for impacted HR Business Partners, Managers and employees

  • Coordinates with Head of Japan Compensation to ensure Total Rewards mix is aligned and communicated effectively to all Japan employees

  • Coordinates with Global Mobility regarding ex-pat and in-pat benefit details

  • Provides benefits leadership for Japan, as needed, on cross-functional teams for mergers/acquisitions. Assists BD team with due diligence and integration of new companies into corporate benefit programs

  • Has deep understanding of the external view of trends and practices for the Japan region, particularly in the area of works councils, labor unions, and acquired rights. Stays abreast of Japanese benefits best practices, monitors legal developments, evaluates emerging trends, and keeps appraised of technological advancements. Interprets and applies regulatory legislation to applicable benefits policies and procedures. Provides supporting Japan market data and best practice recommendations to the Head of Global Benefits and other colleagues, as needed

  • Responsible for ensuring the alignment of Japan benefits programs with Global COEI philosophy, policies and guidelines

  • Collaborates with Global Head of Benefits and Japan TBS team to ensure effective technological support for benefits programs

  • Collaborates with HR Business Partners, particularly the other Benefits Leads, to ensure a good understanding of programs and policies and to ensure coordination across groups

  • Works with Head of Global Benefit Finance to ensure adequate estimates and calculation of benefits expenses for budget planning process

  • Ensures compliance with all governmental regulations related to benefits

DIMENSIONS AND ASPECTS

Technical/Functional (Line) Expertise

  • Experience in managing Japanese benefits programs for a large, global organization

  • A strong understanding of benefits requirements within the Japan market including industry best practices, frameworks and models, requirements and challenges, and market trends

  • Solid understanding of local Japanese laws and government regulations affecting benefits in Japanese market, specifically as it relates to work councils, labor unions, and acquired rights

  • Experience chairing committees similar to the Takeda Corporate Pension Fund (TCPF) and Takeda Health Insurance Association (THIA) strongly desired

  • Experience working in pharmaceutical industry preferred

Leadership

  • Ability to use appropriate interpersonal and communication styles to effectively achieve individual and team goals

  • Ability to engage with and influence at all levels, including the Head of Global Benefits, the other Benefits Leads, TBS colleagues, other internal and external constituents, and colleagues within Japan

  • Exceptional skills required: building trust, influential communication, and ability to communicate and present effectively verbally and in writing

  • Ability to work with a high degree of independence to plan, organize and implement multiple projects within time and budget constraints

Interaction

  • Partners closely with Head of Global Benefits and Head of Compensation in Japan to coordinate Japan compensation and benefits initiatives

  • Works with and manages outside consultants as needed

  • Partners with colleagues in TBS on centralized compensation and benefits-related projects/workstreams

  • Works with colleagues in multi-cultural, geographically dispersed organization

  • Interaction, as needed, with executives and global leaders to address and provide direction on Japanese benefits matters

  • Ability to identify opportunities for greater value creation within the Japanese market aligned to the values and objectives of the organization and develop approaches for continuous improvement

Complexity

  • Demonstrated experience in developing and administering Japanese benefits strategies and philosophies, as well as the ability to balance strategic thinking with detailed focus on execution

  • Demonstrated experience working with a dynamic workforce and peer set, preferably one that has spanned across different locations around the world, with different languages, time zones and cultural differences

  • Demonstrated experience working with highly technical and educated workforce from scientists, to doctors, to engineers as well as sales staff at all levels

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS:

  • BA or BS Required (Business, Finance, or Accounting-related major preferred)

ADDITIONAL INFORMATION

  • Ability to travel internationally required (less than 20% time)

  • Fluent in English and Japanese

  • Ability to safeguard sensitive information and maintain high level of confidentiality

  • Experience in a leadership role preferred

  • Extensive knowledge of benefits principles and practices, and government regulations required

  • Excellent verbal and written communication skills

  • Proven project management skills

  • Strong analytical and problem-solving ability

  • Strong ability to present information in an objective and logical manner for effective decision making as well as strong negotiation and influencing ability
