Veterans Affairs, Veterans Health Administration Program Analyst (Project Management) in Togus, Maine

Summary This position is located at the VA Maine Healthcare System in Togus, Maine, responsible for leading the development, modification, planning and implementation of projects to address the development and integration of clinical services (including inpatient services) within the healthcare system. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Facilitates the definition of project scope, goals and deliverables; Defines project tasks and resource requirements; Serves as Project Manager for assigned project within the operating plan, working directly as an advisor to the responsible team; Briefs operating plans and all aspects of assigned projects to leadership; Oversees all schedules and timelines, change control procedures, resource estimation, resource allocation, management and project maintenance procedures; Coordinates and participates in meetings, conferences, training sessions and other forums to facilitate communication and coordination with all stakeholders; Monitors and reports on progress, problems and solutions of projects to stakeholders and leadership; Provides data and analysis of capital asset utilization as they relate to gaps in clinical, operational and facility programs; Coordinates the planning, design, cost engineering, construction, and environmental considerations, activation, staffing, etc. for projects; Keeps customer fully informed of project progress, issues and their resolution, and any impacts on costs; Keeps abreast of key VA Policies and procedures impacting project implementation and outcomes; Performs other duties as assigned. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job Selective Service Registration is required for males born after 12/31/1959 You may be required to serve a probationary period Subject to background/security investigation Selected applicants will be required to complete an online onboarding process Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) Qualifications To qualify for this position all applicants must meet the following: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this Program Analyst. Specialized experience includes analytical work in assisting with projects and/or studies concerning the efficiency and effectiveness of a clinical services; participating with planning and developing studies or projects; evaluating and making recommendations on operating programs; developing reports, presentations, and proposals; making recommendations regarding resource allocations and budget; providing project management advice to staff concerning various phases of on-going or special projects. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Manages and Organizes Information Planning and Evaluating Project Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week.
