Amentum Quality & Safety Manager in Tinian, Northern Mariana Islands

Purpose and Scope:

The Program Quality Manager / Site Safety Health Officer (QM/SSHO) is responsible for ensuring effective and efficient execution of the Program Quality Management System (QMS) and Site Safety and Health Officer program to implement and administer the Program's Safety program and government-accepted Accident Prevention Plan. This is to be accomplished by leading and managing quality, environmental, health, safety and continuous improvement personnel in the operation and maintenance of the Program, combined with ensuring a Site Safety Health Plan is designed, implemented, administered and Program meets all compliance requirements while ensuring compliance with Performance Work Statement (PWS). Responsible for program wide compliance with ISO 9001:2015 QMS is required.

The QM/SSHO or alternate (redel) shall be available on-site within one hour after the government's request.

Essential Responsibilities:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.

  • Comply with all Amentum corporate Environmental Health & Safety Program and Quality Assurance requirements and goals. Provide information and materials to these functions as necessary to ensure adequate and legal documentation.

  • Provide general support of continuous improvement and Safety Management techniques and facilitate product line and/or service support application of those techniques, recommend training, tools, and methods for safety for Amentum and subcontractor employees.

  • Align the safety management function with the performance needs of the product line and/or service support application.

  • Manage and maintain Safety policies and procedures for all international / country / US government / OSHA / company requirements. Job role is independently accountable for a staff of safety professionals.

  • Maintain an audit schedule, and perform audits of procedures, reporting requirements, plans, programs, and records.

  • Coordinate with and monitor subcontractor safety representatives’ implementation of contractual safety requirements.

  • Lead Safety initiatives and requirements of the program, developing and revising TO/Site level Job Hazard Analyses and required updates to policy as required.

  • Ensure the effective implementation of the Task Hazard Analysis process by workers and supervisors.

  • Maintain database for reporting injuries, observations, environmental releases, near misses, and risk assessments.

  • Record data and analyze fault criteria; report on safety to higher headquarters and customer as required by contract and standards/requirements.

  • Track deficiencies and work with management and subcontractors to define corrective action plans and close out deficiencies.

  • Collect and analyze Key Process Indicator data to determine trends and recommend or implement actions as required.

  • Prepare and provide reports to management.

  • Ensure safety-related training is provided to employees.

  • Implement and maintain an effective management system for efficient operations.

  • Work closely with Functional Area Managers and USG Representatives.

  • Adhere to company, Host Country, and DoD processes, regulations, and statutes.

  • Manage the people leadership of the organization to include direction of work assignments and staffing of positions with qualified personnel, and interfacing with client’s contracting office.

  • Perform additional duties and projects as assigned.

  • Ensures the QMS program follows the applicable ISO 9001:2015 standards and that program specific quality requirements are implemented and maintained.

  • Establishes, maintains, and schedules audits and the reporting system. Responsible for ensuring that root cause analysis (RCA) for corrective and preventive action response (CAR) and (PAR) have been properly defined and implemented; and that the corrections are effective through follow-up auditing.

  • Responsible for developing, maintaining, and issuing quality control procedures, administers and coordinates the QC Web.

  • Plan, coordinate and direct a quality control (QC) program designed to ensure continuous quality operations, consistent with Company standards, Contract and Performance Work Statement (PWS). Coordinates and directs a quality control program designed to ensure continuous production of quality products consistent with established standards.

  • Manages the overall internal audit program and provides notification of the quantity of site level internal audits to be performed each month to Program leadership. Ensures that the internal auditors performing audits at the site level are trained and certified to perform audits.

  • Manage the programs Internal Quality Assurance Program (IQAP).

  • Manage the Continuous Improvement (CI) Program. Establish metrics to measure effective use of resources to ensure maximum return on cost avoidance and or process improvement.

  • Responsible for providing direction, guidance, and assistance to site managers in implementing the program Environmental Management System (EMS). Ensures the necessary procedures are developed, implemented, maintained, and communicated to employees, suppliers, and sub-contractors.

  • Implements and manages the program Health and Safety Plan, schedules, and determines the content of safety audits, tracks corrective and preventative actions and provides assistance as needed.

  • Ensure performance and quality of assigned QA/QC, CI and Environmental/Safety function conforms to established standards and governmental agency guidelines to ensure lasting customer satisfaction.

  • Coordinate collection of responses to customer Corrective Action Response (CAR).

  • Work directly with operating entities to ensure inspections, statistical process analyses, and audits are conducted on a continuing basis as specified to enforce requirements and meet specifications.

  • Conduct and direct internal management audits, prepare formal audit reports, and define audit schedules.

  • Build good working relationships with Operational Manager, Functional Managers and Site Managers and participate in management process.

QUALIFICATIONS

  • Bachelor's degree from a US accredited college or university, preferably in Business Administration, Management with an emphasis on operations and quality management; relevant service contract work experience may be substituted for education

  • Five (5) years related experience and/or education in Quality and Safety

  • Five (5) years continuous experience as a Site Safety/Health Officer on installation-wide sized program(s) supporting DoD or DOS program(s)

  • OSHA 30-Hour General Industry (1910) and/or Construction (1926) Certifications

  • ANSI/ASSE Z359.2 24-Hour Fall Protection Certification required

  • CSP - Certified Safety Professional

  • EM 385 40-Hour Certification preferred

  • Two (2) years international experience

SKILLS AND COMPETENCIES

  • Extensive knowledge of principles and processes involved in Quality and Safety Management.

  • Successful management of multiple sites in geographically dispersed locations.

  • Ability to collect, analyze, and summarize data and to prepare clear and concise reports.

  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.

  • Exercise sound judgment and make decisions independently.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Expert computer skills, specifically in Microsoft Word, PowerPoint, and Excel.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

  • Expert communication skills to facilitate and disseminate information.

PHYSICAL AND/OR OTHER REQUIEMENTS

  • Candidates must possess a valid passport of home country with a minimum of 12 months remaining prior to the expiration date.

  • Valid Driver’s License from Home of Record with ability to obtain local driver's license.

  • Will be expected to obtain a company-sponsored visa if applicable.
