Examples of Duties

  • Plans, manages, and oversees all transportation planning functions for the city, including updates to the Transportation System Plan, implementation of a Complete Streets Policy and prioritization of the capital improvements that seek to balance Tigard’s transportation network. Supervises the daily functions, operations and activities of the transportation planning division in close coordination with Engineering staff. Program includes coordination and collaboration with current and long-range planning, code compliance, economic development and sustainability work areas. Emphasis on implementing the City of Tigard’s strategic vision, which centers equity, access, public health and multi-modal transportation. Identifies grant and partnership opportunities to redress transportation inequities and demonstrate new models for active transportation adoption and innovation. Serves as lead staff to a Transportation Strategy Team that includes the Mayor, Council President and department heads, and the Tigard Transportation Community Advisory Committee. Liaison responsibilities to Metro, TriMet, Washington County and ODOT. Makes recommendations on grant pursuits, code updates and redevelopment area plans. Supervises the coordinator who runs the City of Tigard/Tigard-Tualatin School District Safe Routes to School program.

  • Participates in the development and implementation of goals, objectives, policies, and priorities for the transportation planning program; assists in recommending appropriate service and staffing levels; administers policies and procedures.

  • Participates in developing and implementing policies, procedures, methods, and performance standards to assure a high level of technical accuracy, cost-effectiveness, and community acceptability for the work products of the transportation planning program; participates in developing and implementing efforts to improve the efficiency and effectiveness of planning services, projects, and activities.

  • Manages, directs, and participates in highly complex planning activities related to transportation including city’s Comprehensive Plan and/or Community Development Code; designs and conducts studies to develop policies, plans, and codes. Coordinates with Public Works Engineering on project development and design.

  • Coordinates development and implementation of the city's street and transportation systems, Comprehensive Plan, and Development Code with City of Tigard partners, including intergovernmental, regional, local, state, and federal agencies and large regional partners (e.g. Metro, Tri-Met, etc.). Assures effective city plans to meet current and long-range needs.

Minimum Qualifications

Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in transportation planning, urban planning, engineering, environmental design, public administration, or a related field, and;

  • A minimum of five (5) years of progressively responsible professional transportation planning, urban planning, public transportation, or engineering experience for project administration in public agency professional planning or related experience and including at least one (1) year of lead or supervisory experience.

  • A Master’s Degree in transportation planning, urban planning, engineering, or a related field is preferred and may substitute for one year of experience.

    Licenses and Certifications:

  • Possession of a valid driver’s license with a satisfactory driving record.

Supplemental Information

Union Representation: This position is not represented by a union.

Schedule: 40 hours per week. Work schedule includes a combination of office and off-site meetings (some evenings) There is an opportunity for remote work up to 50% of the time.

Compensation: The annual range for this exempt position is $92,283.46-$120,661.07 The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the city’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $108,594.96 annually.

Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Environmental Elements: Employees work in an office environment with moderate noise levels and controlled temperature conditions, but are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, in interpreting and enforcing departmental policies and procedures. May be required to work outside of normal work hours such as evenings, early mornings, and/or weekends.
