The City of Thornton Water Treatment division has a lot to be proud of with two advanced water treatment plants. The Wes Brown Water Treatment Plant, which was upgraded in 2005, has a submerged membrane filtering process which in turn provides a high quality of drinking water due to the .04 micron pore size of the membrane. This plant can produce up to 50 MGD. Our second plant, which was recently built in 2020, is a bio-filtration with Ozone treatment and this plant can produce up to 20 MGD. Along with the treatment plants, the Instrumentation and SCADA staff will work at 60 plus remote sites all over the City. You can either work a 4-10 hour work day or 5-8 hour work day schedule, Monday-Friday depending on what works best for you. This position will also include an on-call rotation schedule 1 week each month.

PAY RANGES

Tech I: $33.58/hr - $44.33/hr

Tech II: $35.94/hr - $47.44/hr

Tech III: $38.46/hr - $50.76/hr

Under specified supervision, performs skilled and technical installation, testing, and maintenance of online instrumentation, Programmable Logic Controller (PLCs), PLC programming, IntellutionFix (iFix) or similar software, radio communication, Supervisory Control and Data Acquisition (SCADA), and repair of electronic and electrical control systems of the City's water treatment plants, pumps stations, and sewer lift stations. Performs on-call duties, may be required to work overtime.

Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require directly related experience.

Instrumentation & SCADA Technician I:

Under general supervision, incumbents entering this class are required to have little directly related work experience. Generally, work is observed and reviewed both during performance and upon completion.

Instrumentation & SCADA Technician II:

Under general supervision, incumbents work with only occasional instruction or assistance.

Instrumentation & SCADA Technician III:

Under direction, i ncumbents assigned to this class are expected to perform the full range of work assigned and work with considerable independence and initiative.

ESSENTIAL FUNCTIONS

Calibrates, adjusts, troubleshoots, installs, and maintains electronic, pneumatic, and hydraulic equipment such as transmitters, meters, and online equipment to ensure proper operation.

Moderates programming of computerized process control equipment, programmable logic controllers, SCADA system, and radio communications systems.

Prepares and completes documentation.

Maintains a rotating 24-hour on-call status for emergencies as scheduled. May work a varying schedule and/or shift. May be required to work overtime.

Repairs, installs, and maintains existing equipment including switches, relays, control loops, automatic control valves, and electronic control instrumentation.

Schedules and oversees repairs and maintenance by contractors and vendors. Trains plant staff on the operation of new, modified, and existing systems.

Performs work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal requirements Self-contained Breathing Apparatus (SCBA) guidelines.

Complies with all safety protocols including but not limited to lockout/tagout, confined space entry, fall protection, ladder safety, safe lifting.

Performs other duties as assigned.

Instrumentation & SCADA Technician II:

In addition to previous duties:

Reads, writes, understands, and performs modifications to existing PLC code, will at times need to write new code from scratch. Download programs to PLC at the water treatment plants and remote sites.

Performs maintenance and repair for programmable logic controllers, remote terminal units, control data acquisition systems, and electronic control instruments.

Operates, maintains, and repairs the SCADA system for plants, pump stations, sewer lift stations, PRV stations, finished water tank site and automated control systems.

Reads, understands, and performs modification to existing SCADA iFix Human Machine Interface HMI’s.

Maintains up-to-date backup files for all PLC and SCADA iFix software, radios, make recommendations, and implement for renewal and updates to SCADA and PLC equipment.

Configures and downloads radio programs, assembles and installs radio equipment, reads, understands, and performs modifications to existing radio topography to maintain compatibility and consistency in the radio network.

Trains plant staff on the operation of new, modified, and existing systems.

Provides expertise and advice to existing and future plans concerning the SCADA system.

Contributes substantially to the development of specifications for repair parts and new equipment. Orders necessary parts to maintain equipment or constructs replacement parts.

Instrumentation & SCADA Technician III:

In addition to previous duties:

Provides guidance, oversight, and evaluation for staff assignments, coordinates work schedules and training for staff.

Assists supervisor with budget and developing employee-training and performance plans.

May serve in acting capacity for the supervisor during absences.

Develops and maintains standard operating procedures.

Reviews and maintains state and federally required records pertaining to the calibration and maintenance of regulatory compliance equipment.

Works with supervisor to create and teach training curriculum for the purpose of staff development.

Models and ensures adherence to safe work methods.

Reviews and prepares reports on Instrumentation and SCADA related activities.

QUALIFICATIONS

Instrumentation & SCADA Technician I:

High school diploma or GED; two years of post-secondary training or education in Electronics, or related field. Equivalent combinations of education and experience may be considered.

Instrumentation & SCADA Technician II:

High school diploma or GED; Associates degree in Information Technology, Electronics, or related field preferred; four years of experience related to installing, configuring, and integrating SCADA systems, iFix or similar, and Modicon PLC or similar. Equivalent combinations of education and experience may be considered.

Instrumentation & SCADA Technician III:

High school diploma or GED; Associates degree in Information Technology, Electronics, or related field preferred; five years of experience related to installing, configuring, and integrating SCADA systems, iFix or similar, and Modicon PLC or similar; two years of experience in a lead role. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements

Instrumentation & SCADA Technician I:

Valid Colorado driver's license with a safe driving record. Colorado Water Plant Operator D Certification within one year of employment.

Instrumentation & SCADA Technician II:

In addition to previous licensing/certification requirements:

Instrumentation Systems and Automation ISA Certified Controls Systems Technician CCST Level 1 preferred.

Instrumentation & SCADA Technician III:

In addition to previous licensing/certification requirements:

ISA CCST Level 2 preferred.

Knowledge, Skills and Abilities:

Instrumentation & SCADA Technician I:

Knowledge of the policies, procedures, and goals of the City of Thornton and the department.

Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.

Knowledge of safety procedures pertaining to working around electrical controls and equipment, including high voltage.

Knowledge of the standard terms, practices, procedures, and methods used in the instrumentation and electrical trades.

Ability to use standard office equipment, computer equipment, and software including word processing, database management, spreadsheet applications, and email.

Instrumentation & SCADA Technician II:

In addition to previous requirements:

Knowledge of computerized instrumentation systems, control type transformers, switches, control panels, and electronic components of telemetry systems and components.

Skill in standard terms, practices, procedures used with SCADA and PLC.

Skill in operating standard and special electronics testing equipment.

Skill in troubleshooting problems with field instrumentation and PLC hardware including communications and input and output modules/cards.

Skill in making modification to existing iFix software.

Skill in setting up communication via radio, PLC, and modify iFix HMI's for existing and new sites.

Ability to effectively operate and maintain SCADA servers and equipment.

Ability to effectively, operate, maintain, and query iHistorian.

Ability to identify problems, recommend solutions, and use initiative to implement them.

Ability to effectively train others in new procedures or techniques.

Ability to exercise sound independent judgment.

Ability to modify existing VUEWorks software or similar work order software by creating new work orders, create reports, and maintain software needs for the Instrumentation Section.

Ability to program and configure the SCADA systems: PLC (Modicon), HMI (iFix), and Microwave Data Systems MDS radios.

Ability to write PLC code with existing and new installation for Modicon PLC using Concept and Unity Pro software.

Ability to save all necessary software files that are pertinent to the SCADA system (PLC, HMI's and radios).

Instrumentation & SCADA Technician III:

In addition to previous requirements:

Skill in creating and writing documents that pertain to SCADA and Instrumentation.

Ability to plan, schedule, lead, direct and prioritize workload for peers.

Ability to regularly exercise significant discretion and independent judgment in doing specialized technical work.

Ability to analyze and solve problems, identify alternative solutions, project consequences of proposed actions and implement recommendations.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear and make repetitive motions. This position is mostly light work; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is required to have close visual acuity. The employee is subject to both inside and outside conditions, extreme cold, extreme heat, noise, vibration, hazards and atmospheric conditions that affect the respiratory system of the skin, close quarters, and narrow aisles or passageways.
