Position Summary:

The Galveston Bay Refinery located in Texas City, Texas, is seeking a Project Controls Specialist. The position will report to the Project Controls Supervisor in the Maintenance Department. They will work closely with contract coordinators, planners, schedulers; other department controls personnel and purchasing. The Project Controls Specialist will work to establish yearly budgets, monthly forecasts, and establish/implement cost control systems and reports to analyze incurred costs and spending for Maintenance activities. The position will also work with contractors in reviewing rates and providing feedback on contracting, rental equipment, and materials options.Key Responsibilities include, but are not limited to the following:

  • Develops and implements cost control policies and procedures, interfaces with field coordinators and planners to gain effective control over costs.

  • Works with Engineering, Maintenance, and Accounting as applicable to develop budgets and cost estimates for RM and MM execution.

  • Develop control estimates for shutdowns and projects based on the man-hours provided. Provide cost tracking reports for shutdowns and projects.

  • Works to implement appropriate Best Practices to achieve optimal cost control. Develop close out reports for completed projects.

  • Assist Planners with WBS assignments. Verify correct coding within SAP.

  • Works with purchasing to develop major material and rental equipment estimates for budget reporting.

  • Assist in the monthly material and equipment accrual entries from the cost control system.

  • Set up work orders in the cost control system and define work order numbers.

  • Audit invoices, timesheets, and forms on a periodic basis to ensure consistency among the contractors and identify cost reductions.

  • Review cost estimates that are developed by the project engineers, engineering contractors, and execution contractors as needed.

  • Coordinates with Purchasing, Planning and Execution Groups to promote cost effective procurement of labor and materials needed for project execution

Education and Experience:

  • Bachelor's degree is required. Preferred major in Accounting, Construction Management, Engineering or a relevant degree. (Education must be obtained/completed prior to start date)

  • Proficient in SAP, Excel, Access, word processing and planning and scheduling software.

  • At least 2 years of experience in executing, contracting, coordinating, planning and scheduling maintenance and project work or performing accounting functions in an industrial setting.

  • Experience in a refinery or manufacturing environment in an estimating, planning, contractor coordinator, project controls, or project accounting is preferred.
