Description of Job
Division of Gaming:
Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.
What we do:
Processing license applications and collect fees.
Conducting background investigations of applicants.
Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
Conducting compliance inspections.
Providing educational services to licensees and the public.
A typical day of a Compliance Investigator I:
Conduct inspections of gaming devices (slots, ticket redemption kiosks) and associated equipment for compliance with gaming laws and to ensure gaming devices and associated equipment are properly installed, secured, tested, and approved for use in the state of Colorado.
Primary Duties:
System and Machine Approval Committee Reporting
Participates as a member of the Systems and Machine Approval Committee (SMAC).
Reviews, analyzes, and inspects gaming devices in a lab environment submitted for approval by this state.
Provides recommendations to the SMAC chairperson with respect to gaming device performance in the field.
Perform Auxiliary Compliance Inspections
Perform routine inspections of 100% of all new gaming devices to the state and randomly conduct proactive and reactive auxiliary inspections in the field to ensure that each casino licensee is using only state-approved devices (slot machines, ticket redemption kiosks), associated device equipment and media storage devices.
Properly document the auxiliary compliance inspection, any associated follow-up investigation, and forensic activity in the Division’s case reporting system.
Requires detailed analysis and auditing of casino slot database submissions for accuracy and compliance monitoring; verification of approval status for gaming devices and related equipment hardware/software, detection and discovery of noncompliance issues related to rules, regulations, and ICMP, detailed investigations of violations, resolution of disputes or malfunctions; and a comprehensive knowledge of required gaming procedures and associated documentation.
Conduct COR (Casino Observation Report) Compliance Inspections
Perform Casino Observation Report (COR) inspections by inspecting a minimum of 10% of exsisting "on-floor" gaming devices in each casino twice a fiscal year to ensure that each casino licensee is using only state-approved gaming devices (slot machines, ticket redemption kiosks), associated device equipment and media storage devices. These inspections can be accomplished by the individual or by assisting another Compliance Investigator I.
Requires detailed analysis and auditing of casino slot database submissions for accuracy and compliance monitoring; verification of approval status for gaming devices and related equipment hardware/software, detection and discovery of noncompliance issues related to rules, regulations, and ICMP, detailed investigations of violations, resolution of disputes or malfunctions; and a comprehensive knowledge of required gaming procedures and associated documentation.
Properly document the COR compliance inspection, any associated follow-up investigation in the Division’s case reporting system.
Provide Training to Internal and External Customers
Provide training to the gaming industry, state agencies, the public, and Division staff regarding gaming device compliance and inspection procedures, previous and current technology and projected advancements, regulatory rule and procedure changes, compliance-related issues, and cheating techniques.
Review, update, and develop gaming device technical instructions, training outlines, and gaming publications. Assist other Division sections in evaluating regulatory procedures, provide technical insight for investigations, and evaluate licensee compliance with the State’s gaming laws.

MINIMUM QUALIFICATIONS:
Experience Only:
Five (5) years of relevant experience in the Gaming Industry which included working with slot devices and component parts.
OR
Education and Experience:
A combination of related education and/or relevant experience in the Gaming Industry which included working with slot devices and component parts equal to five (5) years.

Special Qualifications (if applicable):
Applicants must successfully pass a background investigation and a tax check prior to appointment to position in the Gaming Division.

Preferred Qualifications:
The ideal candidate will possess the following skills:
Experience interpreting and applying statutes and regulations.
Knowledge and understanding of gaming rules.
Experience with regulating and Internal Control Minimum Procedures (ICMP)
Experience working in a highly regulated industry that prioritizes public safety.
Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
Proven ability to work independently and accept supervision
Excellent communication and interpersonal skills
Proven success organizing and tracking workload
Proficiency in Google Suite.
Proficient in Microsoft Word and Excel.
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
