Program Description:
The USAID-funded Uzbekistan All Children Succeeding Activity is a five-year activity with the overall goal to improve the learning outcomes of Uzbekistani primary school students. To achieve this, the activity will strengthen the capacity of education sector systems to provide quality learning environments with the instruction, materials and support that children need while they are in school, at home, or in the community. Equity and inclusion will serve as core principles of this activity; therefore, interventions will work to address the learning needs of children with disabilities and integrate Universal Design for Learning principles to ensure that approaches reach and support all children.
Position Summary:
The Human Resources & Operations (HRO) Manager is responsible for the management of operations, human resources, local procurement and information technology of the program. S/he will be responsible for overseeing the smooth running of the office(s) and ensuring that office operations are kept consistent with donor and project standards. The OHR Manager will lead HR practices and objectives that will provide a high-performance team culture that emphasizes employee engagement, performance management, and the recruitment and ongoing professional development of project staff.

Operations
Ensure streamlined operations systems in line with Creative and donor rules and regulations
Provide administrative and logistical support to the project
Ensure an in-depth awareness of operational issues in the context of Uzbekistan
Provide oversight to the Procurement and Logistics Officer, ensuring timely and compliant procurement processes and vendor management
Responsible for program compliance with Award, USG rules and regulations, and Creative policies and procedures
Supports COP in all operations tasks and duties
Manages, trains, and mentors key team members in the areas of administration, logistics, human resources, procurement, budgeting and finance
Human Resources
Manages HR office operations ensuring compliance with Creative and client HR rules and regulations
Leads/coordinates the entire employment cycle, including the recruitment process, finalization of job descriptions, advertisement of vacancies, reviews and sourcing of applicants, scheduling and conducting interviews, checking references and in-country vetting processes, and collecting new hire documents
Responsible for the onboarding and orientation of newly employed staff
Responsible for developing employment agreements according to local labor laws, including registering agreements with required institutions if applicable
Manages local benefits enrollment and ensures all inquiries and challenges employees face regarding their insurance are handled on time
Provides information and advice to project staff regarding HR policies and procedures
Receives and logs various grievances or complaints from employees
Provides oversight on updating personnel files and other related HR documents
Process and compile employee records confidentially and accurately in files and electronically
Supports the team in analyzing HR local trends and benefits to recommend competitive solutions to attract quality candidates
Responsible for staying up to date on local labor laws and effectively managing changes within the project to ensure HR compliance
Perform other duties as assigned
Bachelor’s degree in human resources, business administration or equivalent years of experience
At least five (5) years of progressively responsible Operations and HR experience in Uzbekistan, preferably with USAID or donor-funded programs
Experience in sourcing, recruiting, and interviewing professional and management candidates
Demonstrated ability to solve challenging and complicated administrative issues
Demonstrated commitment to staff development, retention, diversity, equity, and inclusion
Excellent communication and interpersonal skills
Excellent record-keeping and documentation skills
Familiarity with donor/client rules and regulations
Familiarity with local employment law
Proficient in Microsoft office suite: MS Word, Excel, PowerPoint, Outlook
Verbal and written working proficiency in English and at least one local language (Uzbek and Russian, preferred)
