SUMMARY

Under general Supervision, the Quality Enhancement Specialist is responsible for ensuring that all programs and services provided by IAHD meet the highest standards of quality and regulatory compliance. This role involves conducting comprehensive internal audits of documentation and practices to verify adherence to federal, state, and organizational regulations. The specialist will evaluate and ensure the effectiveness of health, safety, and dietary protocols across IAHD’s residential and programmatic services.

Responsibilities

Day-to-day responsibilities include but are not limited to:

  • Internal Audits:Conduct thorough internal audits of all IAHD programs and services to ensure compliance with federal and state regulatory and statutory requirements. Responsibilities include reviewing documentation such as medical records, nursing plans, behavior support plans, supervision protocols, and dietary/consistency protocols. Audits will also involve verifying HCBS requirements at each residence.

  • Meal Observations:Perform meal observations to ensure adherence to dietary and food consistency protocols in residential programs. This includes monitoring food preparation, interactions between staff and individuals during mealtime, and compliance with protocols regarding pacing, liquid intake, and utensil use.

  • Health and Safety Inspections:Conduct regular visits to ensure adherence to health and safety regulations across IAHD programs. Tasks include performing walk-throughs to check building conditions (flooring, windows, paint, stairs), verifying that egress routes are unobstructed, and inspecting appliances, light fixtures, and cleanliness of bedrooms and clothing storage.

  • Incident Investigations:Investigate reportable incidents as defined by the Justice Center, managing multiple investigations as necessary.

  • Regulatory Compliance:Stay updated on and ensure adherence to all governing regulations, including OPWDD, NYS Justice Center, and NYS DOH.

  • Records Review:Review or oversee the review of 100% of medical and clinical records for residential individuals, summarizing findings and reporting to the appropriate clinical disciplines at least annually. Review operational records such as fire drills, administrative books, training records, personal allowances, and personnel records. Provide guidance for improvements where necessary.

  • POMS Interviews: Will be responsible for conducting at least 6 Personal Outcome Measures (POMS) interviews over a calendar year. The results of these interviews are used to assist a person’s Circle of Support to have a deeper understanding of that person’s goals and wishes when developing Life Plans and Staff Actions Plans.

  • Technical Support:Offer technical support on regulatory matters to division and department directors, managerial staff, and members of the interdisciplinary treatment team as needed.

  • Committee Participation:Participate in agency-wide quality improvement initiatives by serving on committees such as the IAHD Safety Committee.

  • Managerial Duties:Perform managerial duties and tasks as assigned.

Qualifications

Education Requirements

  • Bachelor’s degree in a human services-related field with at least one year of experience working with the ID/DD population.

Requirements

  • Knowledge of OPWDD, NYS Justice Center, and NYS DOH governing regulations.

  • Must be proficient in Microsoft Office; Word and Excel (Intermediate to Advance)

  • Excellent organizational skills, attention to detail and superb communication skills (verbal/written)

  • MUST HAVE A VAILD NYS DRIVER'S LICENSE/OWN CAR AND BE ABLE TO DRIVE TO ALL IAHD SITES

  • Knowledge:

  • In-depth understanding of regulatory compliance related to ID/DD services.

  • Familiarity with documentation and auditing processes.

  • Skills:

  • Strong analytical and investigative skills.

  • Excellent organizational and time-management abilities.

  • Proficient in conducting audits, observations, and investigations.

  • Competent in navigating records and running reports in eVero

  • Abilities:

  • Ability to interpret and apply complex regulations.

  • To be professional representation of the organization.

  • Capability to provide technical support and training on regulatory matters.

  • Ability to stay current with evolving practices and regulations.

SHIFT AVAILABILITY:

  • Full-time; Exempt. Monday through Friday, 9 am to 5 pm; 40 hours per week

  • Regular work hours will be 40 hours, except when attendance is required at meetings, staff in service, investigations and audits. Can include occasional early mornings, afternoon, and weekend hours.
