Duties and Responsibilities: - Assist Navy and SHPO personnel with matters affecting cultural and historic resources including archaeological resources, cultural and historic artifacts and historic structures within the Marianas Islands. - Provide support that may include archaeological, cultural and historic surveys and field work, preparation of technical documents and studies, and review of draft documents and studies for the following cultural resource program areas: 1. Integrated Cultural Resources Management Plans (ICRMPs) as required by the Advisory Council on Historic Preservation (ACHP). 2. Assist in the coordination of consultations under Section 106 of the National Historic Preservation Act with consulting parties including state and federal agencies and offices, Native Hawaiian organizations, Tribes, and other consulting parties. This includes the preparation of Section 106 consultation letters, cultural resources assessments, and supporting studies and analyses. 3. Review consultations as mutually agreed upon between the Joint Region Marianas and SHPO. - Provide support for the preparation and review of sections of environmental planning documents that involve cultural and historic resources. Environmental planning documents include Environmental Impact Statements, Environmental Assessments, Categorical Exclusions and other environmental review documents. - Perform field surveys, inspections and/or monitoring of construction activities. - Evaluate cultural resources for inclusion in the National Register of Historic Places. - Review Historic Preservation Plans and other Cultural Resource Management strategic plans. - Review project designs and specifications to identify issues affecting cultural and historic resources. - Recommend possible compliance measures that the Navy or other applicable entity may elect to implement to mitigate adverse effects. - Assist in monitoring programs and surveys within the Marianas Islands. - Assist with administrative task to include cataloging, provenience, accession/curation preparation, and records retention of documents and studies, filing and organization, and routine program updates to the chain of command. - Develop agreements between Joint Region Marianas and Territorial or Commonwealth jurisdictions within the Marianas islands. - Other duties as assigned by Supervisor. Certifications, License and Physical Requirements: - Degree in history, architectural history, historic architecture, historic preservation, anthropology, or related cultural resources management field is required. Degree in historic architecture or architectural history is highly desirable. - Knowledge and experience in cultural resources management including archaeology and/or historic buildings. Knowledge in historic buildings is highly desirable. - Degree and work experience must meet Secretary of Interior qualifications for cultural resources professionals. - Expert experience in Section 106 and cultural resources consultation processes. - Experience working with cultural and historic resources in the Pacific region and/or military history is desired. - Experience coordinating environmental requirements in preparation of Department of Defense in the Pacific region is not required, but highly desirable. - Must be able to obtain a security clearance HGS is an equal opportunity employer and value diversity at our company.
