Citigroup Financial Solutions Lead Analyst Independent Rules Validation - VP in Tampa, Florida

The Finance Controllers Transformation organization is looking for a dynamic individual to help shape the future of the Finance organization. As part of Citi Finance’s transformation program, Finance Controllers Transformation is charged with leading Finance’s efforts to provide accurate information of the highest quality to our customers, shareholders and regulators, grounded in developing and instituting the most efficient processes to do so. Processes are comprised of those sets of activities that begin with defining and establishing appropriate data standards and ensuring readiness for consumers, standardizing the accounting and processing of transactions to financial systems, implementing a comprehensive set of integrated financial closing processes, which then culminates with instituting common and optimized financial / regulatory reporting processes

Independent Rules Validation Team (IRVT) is a control point to review and validate the conformance of the systemic rules used in the reporting and aggregation layer across BCBS239 key regulatory reports.

IRVT has designed a risk based approach for an on-going, continuous review of the system reporting and rule logic, including Report Interpretation, Reporting Layer Analysis, Attribute analysis, Aggregation layer analysis and Gap/Issue analysis/management.

Responsibilities include but are not limited to:

  • Work collaboratively with the US Regulatory Requirement & Governance Team (USRRGT), Technology, Data Services, Report Owners and conduct a range of analysis to facilitate better understanding of the reporting rules in all regulatory reporting. This can include report interpretation, assessing data attribute usage, investigating existing issues relating to the reporting rules and other issues

  • Design an IRVT issues mangement process to help reduce the aging issues on the IRV issue tracker

  • Partner with other business segment leads to ensure appropriate issue remediation is assigned to issues/gaps uncovered during the validation process.

  • Responsible for all rules validation impact analysis, ensure its compliance with regulatory commitments and managing all inquiries from the regulators.

  • Develop a deep understanding of the relationship between the business process (i.e. adjustments, SLAs), source systems, reporting rules and the underlying data attribute used in reporting.

  • Act as a rules validation SME to assist USRRGT, Regulatory Reporting Specialists and Data Services in jointly identifying and correcting errors in rule logic (i.e. Consumer Data Dictionary) and other internal guidance.

  • Present findings to senior stakeholders in a way that is intuitive and clear. This may be in a memo, through a dashboard or presentation.

  • Adhere to applicable compliance/operational risk controls in accordance with Citi or regulatory standards and policies.

  • Complete other related duties as assigned.


  • Bachelor's degree or equivalent experience. MBA a plus

  • 5+ years of relevant experience and in depth knowledge of banking products / systems a plus.

  • Good working knowledge of banking products and US Regulatory Reporting (Prudential/SEC) requirements.

  • Program management experience with creation and maintenance of schedules, metrics, and presentations. PMP certification a plus.

  • Self-motivated with the ability to make decisions in the absence of detailed instructions.

  • Initiative, creativity and attention to detail are essential.

  • Excellent interpersonal and communication skills as ongoing interactions will be necessary across all levels of the organization (i.e. Technology, Data Services, Report Owners).

  • Experience and demonstrated ability to manage competing priorities in a complex and dynamic environment.

  • Good control awareness and proven analytical skills.

  • Good MS Office skills (i.e. Excel, PowerPoint).
